【摘要】：針對(duì)歐盟"民主赤字"的討論受困于民主概念的多義以及歐盟性質(zhì)的含混而無(wú)法達(dá)成共識(shí)的情況,本文從代議、參與、社會(huì)和經(jīng)驗(yàn)四個(gè)民主視角,對(duì)歐盟這一超國(guó)家性和政府間性兼具的特殊政體的民主建構(gòu)進(jìn)行了系統(tǒng)分析,指出歐盟民主是一種發(fā)展中的新型超國(guó)家民主形式,存在一定的"民主赤字",但應(yīng)以發(fā)展的眼光看待它的民主問(wèn)題。在過(guò)去的半個(gè)多世紀(jì)中,歐盟的民主化取得了不小的成效,尤其是自《馬約》以來(lái)的20年,歐盟的"民主赤字"已經(jīng)大為減弱,歐盟已經(jīng)初步構(gòu)建起代議為主、其他民主形式為輔的超國(guó)家和成員國(guó)雙重民主制度框架,歐盟的民主化已然取得相當(dāng)大的成績(jī)。歐盟的民主化是世界歷史上首次超越國(guó)界的民主建構(gòu)嘗試,它具有混合性、競(jìng)爭(zhēng)性和弱對(duì)抗性的特點(diǎn),是全球化時(shí)代世界治理形式的重要探索。
[Abstract]:In view of the fact that the EU's discussion of "democratic deficit" is beset by the polysemy of the concept of democracy and the ambiguity of the nature of the EU, it is difficult to reach a consensus. This paper focuses on four democratic perspectives: representative, participatory, social and empirical.This paper makes a systematic analysis of the democratic construction of the EU, a special political system with both a supranational and an intergovernmental nature, and points out that EU democracy is a new type of supranational democracy in the process of development.There is a certain "democratic deficit", but it should be viewed from the perspective of development.In the past half century or so, the democratization of the European Union has made no small achievements. Especially in the 20 years since the "Mayo", the EU's "democratic deficit" has been greatly weakened, and the EU has initially constructed representative government.Other forms of democracy supplemented by supranational and member dual democratic systems framework, the EU has achieved considerable democratization.The democratization of the European Union is the first attempt to construct democracy beyond national boundaries in the history of the world. It has the characteristics of mixed, competitive and weak adversarial, and it is an important exploration of the form of world governance in the era of globalization.
