【摘要】：在中國(guó)融資市場(chǎng)開(kāi)放的談判中,中方承諾將按照審慎監(jiān)管原則允許境外公司在境內(nèi)上市融資。這一審慎監(jiān)管原則與金融領(lǐng)域中傳統(tǒng)的審慎監(jiān)管存在本質(zhì)區(qū)別,并受制于建構(gòu)論和生產(chǎn)主義基調(diào)的影響。在建構(gòu)論生產(chǎn)主義基調(diào)下,中國(guó)的融資市場(chǎng)開(kāi)放將采取"進(jìn)口替代"策略,這與建立國(guó)際金融中心的目標(biāo)背道而馳。從提升本國(guó)融資市場(chǎng)競(jìng)爭(zhēng)力的角度出發(fā),中國(guó)應(yīng)適時(shí)調(diào)整審慎監(jiān)管原則的基調(diào),或采取建構(gòu)論消費(fèi)主義,或采取進(jìn)化論生產(chǎn)主義,以期建立一個(gè)能夠與紐約、倫敦鼎足而立的國(guó)際金融中心。
[Abstract]:In talks to open up China's financing markets, China promised to allow foreign companies to raise funds domestically, in accordance with prudent regulatory principles.This principle of prudential supervision is essentially different from the traditional prudential supervision in the financial field and is subject to the influence of constructivism and productivism.Under the tone of constructivism, the opening of China's financing market will adopt the strategy of "import substitution", which runs counter to the goal of establishing an international financial center.From the point of view of enhancing the competitiveness of China's financing market, China should adjust the tone of the principle of prudential supervision in good time, or adopt constructivist consumerism or evolutionary productionism in order to establish a policy that can be compared with New York.London's international financial centre.
