【摘要】：隨著發(fā)達國家對遺傳資源經(jīng)濟價值和社會價值的挖掘,遺傳資源豐富的中國和東盟國家遭受的生物盜版與日俱增,國家利益受到威脅。在"一帶一路"建設背景下,中國和東盟國家有必要對遺傳資源實施合作保護策略,以有效保護遺傳資源。中國和東盟國家應從加強公眾遺傳資源保護意識、制定區(qū)域遺傳資源保護特殊法、確立區(qū)域遺傳資源保護政府間磋商機制、建立獨立的信托基金會等方面著手,以優(yōu)化遺傳資源保護合作機制、促進經(jīng)濟領(lǐng)域的深度合作。
[Abstract]:With the exploitation of the economic and social value of genetic resources by developed countries, the bio-piracy suffered by China and ASEAN countries rich in genetic resources is increasing day by day, and the national interests are threatened. Under the background of "Belt and Road" construction, It is necessary for China and ASEAN countries to implement cooperative protection strategies for genetic resources in order to effectively protect genetic resources. China and ASEAN countries should formulate special laws on the protection of regional genetic resources by strengthening public awareness of genetic resources protection. The intergovernmental consultation mechanism for the protection of regional genetic resources and the establishment of independent trust funds should be established to optimize the cooperative mechanism for the protection of genetic resources and to promote the deep cooperation in the economic field.
