【摘要】：在我國,檢察機關(guān)的金融檢察建議權(quán)主要來源于綜合治理的宏觀政策和檢察實踐的微觀拓展�；诮y(tǒng)計數(shù)據(jù)、實地訪談、媒體報道等實證素材,實踐中的金融檢察建議已貫穿各辦案環(huán)節(jié)、種類相對豐富、效果也較為明顯。操作流程主要包括"線索發(fā)現(xiàn)"、"部門批處"、"實地調(diào)研"、"制發(fā)文書"、"效果實現(xiàn)"等五個環(huán)節(jié),運行效果受"問題意識"、"績效考核"、"專業(yè)視角"、"溝通互動"等潛在因素影響。未來中國金融檢察建議若要更大限度地實現(xiàn)綜治效果和社會責(zé)任,其制發(fā)運行需要以質(zhì)量優(yōu)化為目標,以問題解決為依歸。
[Abstract]:In our country, the financial procuratorial suggestion power of procuratorial organ mainly comes from macro policy of comprehensive management and microscopic expansion of procuratorial practice. Based on statistical data, field interviews, media reports and other empirical materials, practical financial prosecutorial advice has been running through all aspects of the case, the types are relatively rich, the effect is also relatively obvious. The operation flow mainly includes "clue discovery", "department approval", "field investigation", "making hair document", "effect realization" and so on. The operation effect is affected by "problem consciousness", "performance appraisal", "professional angle of view", etc. Potential factors such as communication interaction. In the future, China's financial procuratorate suggests that if we want to achieve the comprehensive treatment effect and social responsibility to a greater extent, we should take the optimization of quality as the goal and the solution of the problem as our goal.
