【摘要】： 圖書(shū)館立法工作的啟動(dòng)和深入,是一個(gè)國(guó)家圖書(shū)館事業(yè)向著現(xiàn)代化和法制化軌道邁進(jìn)的重要標(biāo)志,而圖書(shū)館立法及圖書(shū)館法的執(zhí)行情況也衡量著一個(gè)國(guó)家圖書(shū)館事業(yè)的發(fā)展水平。中國(guó)的圖書(shū)館法制化建設(shè)需要借鑒和吸收世界上一切有益的經(jīng)驗(yàn)和做法,韓國(guó)是中國(guó)的近鄰,緊密的歷史淵源和共同的文化背景,決定了兩個(gè)國(guó)家在圖書(shū)館事業(yè)上有更多的可資借鑒之處。 韓國(guó)圖書(shū)館法制化建設(shè)從1963年制定第一部《韓國(guó)圖書(shū)館法》以來(lái),至今經(jīng)歷了四次重大的修訂,其中有1987年修訂的《圖書(shū)館法》、1991年制定的《圖書(shū)館振興法》、1994年制定的《圖書(shū)館及讀書(shū)振興法》和2006年修訂的現(xiàn)行的《圖書(shū)館法》。韓國(guó)圖書(shū)館法隨著時(shí)代的發(fā)展不斷地得到完善。最新修訂的2006年《韓國(guó)圖書(shū)館法》在圖書(shū)館法的完善及創(chuàng)新上有了很大的突破,如總統(tǒng)屬下設(shè)立“圖書(shū)館信息政策委員會(huì)”、設(shè)立地區(qū)代表圖書(shū)館、消除知識(shí)信息差距的圖書(shū)館服務(wù)規(guī)定及國(guó)立殘疾人圖書(shū)館援助中心的設(shè)立與經(jīng)營(yíng)等,另外韓國(guó)圖書(shū)館協(xié)會(huì)在圖書(shū)館法的制定過(guò)程中的促進(jìn)、提案及組織等工作,以及其體制、經(jīng)營(yíng)等都對(duì)中國(guó)的圖書(shū)館事業(yè)和中國(guó)圖書(shū)館法的制定有著一定的參考價(jià)值。 本文從新的角度論述了韓國(guó)圖書(shū)館法制化建設(shè)的情況,首先闡述了第一部《韓國(guó)圖書(shū)館法》及四次重大修訂的圖書(shū)館法及實(shí)施令的主要內(nèi)容,其次詳細(xì)介紹了韓國(guó)圖書(shū)館協(xié)會(huì)的歷史沿革、組織機(jī)構(gòu)、設(shè)立的法律依據(jù)、會(huì)員狀況和協(xié)會(huì)職能等。在此基礎(chǔ)上進(jìn)一步闡述了韓國(guó)圖書(shū)館協(xié)會(huì)促進(jìn)《韓國(guó)圖書(shū)館法》的制定的主要過(guò)程,最后從五個(gè)方面分析了其對(duì)中國(guó)法制化建設(shè)的啟示作用,即制定并實(shí)施圖書(shū)館法、強(qiáng)化中國(guó)圖書(shū)館學(xué)會(huì)的作用、擴(kuò)大圖書(shū)館的社會(huì)作用、提高政府對(duì)圖書(shū)館事業(yè)的重視度和完善圖書(shū)館員職業(yè)資格認(rèn)證制度。
[Abstract]:The initiation and deepening of library legislation is an important symbol for a country's library to move towards modernization and legalization. The implementation of library legislation and library law also measures the development level of a country's library undertaking. China's library legalization needs to draw lessons from and absorb all beneficial experiences and practices in the world. Korea is a close neighbor of China with close historical origins and a common cultural background. Decided that the two countries in the cause of libraries have more to learn from. Since the first Korean Library Act was enacted in 1963, the construction of the Korean library system has undergone four major revisions. Among them, the Library Act was amended in 1987, the Library Revitalization Act was enacted in 1991, the Library and Reading Revitalization Act was enacted in 1994 and the current Library Law was amended in 2006. With the development of the times, the library law of Korea has been improved continuously. The newly revised Korean Library Act of 2006 has made great breakthroughs in the perfection and innovation of the Library Law, such as the establishment of the Library Information Policy Committee under the President and the establishment of regional representative libraries. The provision of library services to close the gap in knowledge and information, the establishment and operation of the National Library Assistance Centre for the disabled, and the promotion, proposal and organization of the Korean Library Association in the process of formulating the library law, as well as its system, The management has certain reference value to the Chinese library undertaking and the Chinese library law formulation. This paper discusses the situation of the legalization construction of Korean library from a new angle. At first, it expounds the main contents of the first Korean Library Law and the four major amendments to the Library Law and the implementing order. Secondly, it introduces the history, organization, legal basis, membership status and function of Korean Library Association in detail. On this basis, this paper further expounds the main process of the Korean Library Association to promote the formulation of the Korean Library Law, and finally analyzes its enlightenment to the legal construction of China from five aspects, that is, to formulate and implement the Library Law. To strengthen the role of the Chinese Library Society, to expand the social role of the library, to enhance the government's attention to the library cause and to improve the professional qualification certification system of librarians.
