【摘要】：正提高領(lǐng)導(dǎo)干部的能力和素質(zhì)應(yīng)順應(yīng)法治潮流。在某種意義上,法治就是一種時(shí)代主旋律。提高領(lǐng)導(dǎo)干部的能力和素質(zhì)必須把握"法治"這一時(shí)代特征,順應(yīng)潮流,尊重規(guī)律,強(qiáng)化依法執(zhí)政的理念,不斷提高領(lǐng)導(dǎo)干部治國(guó)理政的科學(xué)化水平。一、領(lǐng)導(dǎo)干部法治能力的構(gòu)成要素法治思維與法治方式是法治能力的兩大構(gòu)成要素,強(qiáng)化領(lǐng)導(dǎo)干部法治能力必須明晰法治思維與法治方式的具體內(nèi)涵。(一)法治思維眼界決定世界,思維決定出路。法治思維是一種內(nèi)涵化的法治能力。當(dāng)前,各地在領(lǐng)導(dǎo)干部法治能力建設(shè)方面仍然存在"重知識(shí)輕意識(shí)"的現(xiàn)象,法治的工具化主
[Abstract]:In a certain sense, the rule of law is the main melody of the times. To improve the ability and quality of leading cadres, we must grasp the characteristics of the times of "rule by law", conform to the trend and respect the law. Strengthening the concept of ruling by law and constantly improving the scientific level of governing the country by leading cadres. First, the elements of leading cadres' ability to rule by law are the thinking of the rule of law and the way of the rule of law, which are the two elements of the ability of ruling by law. In order to strengthen the ability of ruling by law of leading cadres, we must make clear the concrete connotation of the thinking of rule of law and the way of rule of law. (1) the vision of rule of law determines the world and the thinking determines the way out. In the construction of leading cadres' ability to rule by law, there still exists the phenomenon of "attaching importance to knowledge and neglecting consciousness", and the tool of rule of law is the master.
