【摘要】：近年來(lái),編外人員的臨時(shí)工現(xiàn)象備受社會(huì)各界關(guān)注,引發(fā)了廣泛的質(zhì)疑和爭(zhēng)論�；谑袌�(chǎng)邏輯的合同雖然對(duì)編外人員沒(méi)有嚴(yán)格的約束力,但卻為組織的存續(xù)提供了形式意義上的支持。同時(shí),為規(guī)避編外人員固有的內(nèi)在缺陷,組織為之設(shè)定了一整套科層激勵(lì)制度。形式合同的象征性與實(shí)質(zhì)科層的激勵(lì)性的結(jié)合,使得組織呈現(xiàn)出以市場(chǎng)為表、科層為里的結(jié)構(gòu)形態(tài),從而極大地增強(qiáng)了組織的適應(yīng)性。本文以公安機(jī)關(guān)中的編外人員即警務(wù)輔助人員的經(jīng)驗(yàn)資料為支撐,揭示了市場(chǎng)與科層對(duì)增強(qiáng)組織適應(yīng)性的內(nèi)在邏輯。
[Abstract]:In recent years, the phenomenon of temporary workers among non-staff personnel has attracted much attention from all walks of life, which has aroused widespread questioning and debate. Although the contract based on market logic is not strictly binding on non-staff personnel, it provides formal support for the survival of the organization. At the same time, in order to avoid the inherent defects of non-staff personnel, the organization has set up a set of hierarchical incentive system for it. The combination of symbolism of formal contract and incentive of substantive layer makes the organization take the market as the table and the layer as the inner structure, thus greatly enhancing the adaptability of the organization. Based on the empirical data of the non-staff personnel in the public security organs, that is, the police auxiliary personnel, this paper reveals the inherent logic of the market and the department to enhance the adaptability of the organization.
