【摘要】：天津市機動車和駕駛?cè)诵畔⒐芾硐到y(tǒng)是應用數(shù)據(jù)庫技術(shù)、信息數(shù)據(jù)管理技術(shù)、計算機通訊技術(shù)、辦公自動化技術(shù)、IC卡應用技術(shù)、自動控制技術(shù)、廣域網(wǎng)組網(wǎng)技術(shù)、多媒體技術(shù)等當今計算機領(lǐng)域先進技術(shù),結(jié)合公安機動車和駕駛?cè)斯芾砉ぷ鞯木唧w情況,建設的一個現(xiàn)代化的公共信息資源管理系統(tǒng)。系統(tǒng)建立之初是定位于公安機關(guān)內(nèi)部使用,應用于對機動車和駕駛?cè)诵畔⒌墓芾砉ぷ?以及為案件偵破等公安業(yè)務的內(nèi)部應用,缺乏面向社會進行信息收集、管理和發(fā)布信息的意識、規(guī)范。但隨著計算機和信息網(wǎng)絡技術(shù)的飛速發(fā)展,社會信息化進程的推進,新公共管理運動興起,服務型政府以顧客為導向行政價值理念的出現(xiàn),公眾對公共信息服務的需求日益高漲。傳統(tǒng)的面對面車管服務方式已經(jīng)不能滿足群眾多元化、便捷化、高效化的服務需求,因此做好機動車和駕駛?cè)诵畔⒐芾硐到y(tǒng)開發(fā)利用工作,創(chuàng)新服務模式,滿足公眾對公安車管工作新的需求,對構(gòu)建和諧警民關(guān)系與和諧社會具有十分重要的意義,是當前公安車管工作適應社會新形勢的必然要求。本文通過對天津市機動車和駕駛?cè)诵畔⒐芾硐到y(tǒng)功能開發(fā)和應用開發(fā)的研究,以及對該系統(tǒng)發(fā)展歷程和發(fā)展趨勢的研究,試圖闡述公共信息資源管理系統(tǒng)在管理和應用中需要研究的問題,并對天津市機動車和駕駛?cè)诵畔⒐芾硐到y(tǒng)這一公共信息資源管理系統(tǒng)的開發(fā)利用方向進行了分析研究。
[Abstract]:Tianjin motor vehicle and driver information management system is the application of database technology, information data management technology, computer communication technology, office automation technology, IC card application technology, automatic control technology, wide area network networking technology, Multimedia technology and other advanced technologies in the field of computers, combined with the management of public security motor vehicles and drivers, a modern public information resource management system is constructed. The traditional face-to-face vehicle management service mode can no longer meet the diverse, convenient, efficient service needs of the masses, so do a good job in the development and utilization of motor vehicle and driver information management system, and innovate the service mode. It is very important to meet the public's new demand for public security car management work, which is very important to construct harmonious police-civilian relationship and harmonious society, and it is the inevitable requirement for the current public security car management work to adapt to the new social situation. Through the research on the function development and application development of Tianjin motor vehicle and driver information management system, as well as the research on the development course and development trend of the system, This paper attempts to expound the problems that need to be studied in the management and application of public information resource management system, and analyzes and studies the development and utilization direction of Tianjin motor vehicle and driver information management system, which is a public information resource management system.
