【摘要】： 成本控制作為項(xiàng)目總體回報(bào)非常重要的一個(gè)方面,已經(jīng)逐漸成為提升企業(yè)效益的核心來(lái)源。當(dāng)前治安監(jiān)控項(xiàng)目開(kāi)發(fā)建設(shè)階段的成本控制方面,普遍存在的一個(gè)不足是:成本控制往往以成本最低為唯一的控制目標(biāo),缺乏客觀、科學(xué)、有效的決策依據(jù),致使項(xiàng)目在建設(shè)過(guò)程中無(wú)法進(jìn)行有效的成本預(yù)測(cè)與預(yù)控。 合理的成本控制的目標(biāo)并不是生產(chǎn)成本的最低,而應(yīng)該是與所生產(chǎn)的產(chǎn)品、目標(biāo)市場(chǎng)、企業(yè)及產(chǎn)品目標(biāo)相結(jié)合的相對(duì)最低。 本文結(jié)合城市治安監(jiān)控項(xiàng)目自身特點(diǎn),分析了在治安監(jiān)控項(xiàng)目建設(shè)的各個(gè)階段,的成本預(yù)控的要點(diǎn)。本文認(rèn)為在安防行業(yè),成本與功能的正確配置,是能否進(jìn)行有效成本控制的重點(diǎn)。成本管理是經(jīng)濟(jì)管理的一個(gè)重要方面,而價(jià)值工程方法,是評(píng)價(jià)治安監(jiān)控項(xiàng)目產(chǎn)品功能與投資是否匹配,并幫助尋求改進(jìn)和優(yōu)化方向的有效工具。本文從價(jià)值工程的角度分析了廣州市某區(qū)城市治安監(jiān)控制項(xiàng)目的成本在經(jīng)濟(jì)活動(dòng)中的作用,分析項(xiàng)目各功能與其成本的匹配情況,對(duì)城市治安監(jiān)控項(xiàng)目中的工期成本用網(wǎng)絡(luò)圖優(yōu)化法進(jìn)行優(yōu)化、對(duì)資源進(jìn)行優(yōu)化,并對(duì)城市治安監(jiān)控項(xiàng)目中的成本控制提出了相應(yīng)的措施;指出在價(jià)值工程的應(yīng)用過(guò)程中,必須按照系統(tǒng)工程的要求,把有關(guān)部門組織起來(lái),通力合作,才能取得理想的效果:在保證質(zhì)量的前提下,用最低的成本來(lái)實(shí)現(xiàn)它必要的價(jià)值。
[Abstract]:Cost control, as a very important aspect of the overall project return, has gradually become the core source to improve the efficiency of the enterprise. In terms of cost control in the development and construction stage of public security monitoring projects, one of the common shortcomings is that cost control usually takes the lowest cost as the sole control objective, and lacks objective, scientific and effective decision-making basis. Resulting in the project in the process of construction can not carry out effective cost prediction and pre-control. The goal of reasonable cost control is not the lowest production cost, but the relative lowest combination with the product, the target market, the enterprise and the product target. Based on the characteristics of urban public security monitoring project, this paper analyzes the key points of cost pre-control in each stage of public security monitoring project construction. In this paper, it is considered that the correct configuration of cost and function is the key point of effective cost control in security industry. Cost management is an important aspect of economic management, and value engineering method is an effective tool to evaluate whether the product function of public security monitoring project matches with the investment, and to help to find out the direction of improvement and optimization. From the point of view of value engineering, this paper analyzes the function of the project cost in economic activities, and analyzes the matching between the function of the project and its cost. The paper optimizes the time limit cost of urban public security monitoring project by the network diagram optimization method, and optimizes the resources, and puts forward the corresponding measures to control the cost of the urban public security monitoring project. It is pointed out that in the application of value engineering, it is necessary to organize the departments concerned and cooperate with each other according to the requirements of system engineering, so as to achieve the ideal results: under the premise of ensuring the quality, the necessary value can be realized with the lowest cost.
