【摘要】：隨著網(wǎng)絡(luò)技術(shù)的高速發(fā)展,處在經(jīng)濟(jì)社會(huì)轉(zhuǎn)型期的中國(guó)網(wǎng)民更加傾向于通過(guò)開(kāi)放、及時(shí)、高效以及互動(dòng)性強(qiáng)的網(wǎng)絡(luò)來(lái)表達(dá)自己的觀點(diǎn)、意見(jiàn)、態(tài)度及情緒,網(wǎng)民在網(wǎng)絡(luò)中表達(dá)訴求的集合便形成了網(wǎng)絡(luò)輿情。作為政府的一個(gè)重要組成部門,公安機(jī)關(guān)除了自身法定要承擔(dān)的職能之外,越來(lái)越多的承擔(dān)起了涉及拆遷、征地、改造等很多非警務(wù)活動(dòng),這些活動(dòng)往往又涉及到群眾的切身利益,就不可避免的被推上了輿論關(guān)注的風(fēng)口浪尖之上。本文以甘肅省為例,近年來(lái),甘肅省公安機(jī)關(guān)高度重視涉警網(wǎng)絡(luò)輿情的應(yīng)對(duì)和處置工作,但在實(shí)際應(yīng)對(duì)涉警網(wǎng)絡(luò)輿情工作中還是存在思想認(rèn)識(shí)不到位、處置方式欠妥當(dāng)、處置機(jī)構(gòu)不健全等一系列問(wèn)題和不足,這些問(wèn)題的存在大大降低了公安機(jī)關(guān)應(yīng)對(duì)和處置涉警網(wǎng)絡(luò)輿情的效率和效果。本文對(duì)涉警網(wǎng)絡(luò)輿情的含義、基本特征及其管理進(jìn)行了系統(tǒng)分析,通過(guò)對(duì)一起涉警網(wǎng)絡(luò)輿情的詳細(xì)梳理,針對(duì)在應(yīng)對(duì)和處置涉警網(wǎng)絡(luò)輿情存在的主要問(wèn)題的原因分析,提出甘肅省應(yīng)對(duì)涉警網(wǎng)絡(luò)輿情主要對(duì)策建議,為實(shí)現(xiàn)應(yīng)對(duì)涉警網(wǎng)絡(luò)輿情由被動(dòng)變主動(dòng),最大限度減少此類事件對(duì)社會(huì)造成的現(xiàn)實(shí)危害和不良影響,為打造平安甘肅服務(wù)。
[Abstract]:With the rapid development of network technology, Chinese netizens in the economic and social transformation period are more inclined to express their views, opinions, attitudes and emotions through an open, timely, efficient and interactive network. Netizens in the network to express their demands of the collection will form the network public opinion. As an important component of the government, public security organs, in addition to their statutory functions, have increasingly assumed many non-police activities, such as demolition, land expropriation, transformation, and so on. These activities are often related to the vital interests of the masses, and are inevitably pushed to the forefront of public opinion attention. This article takes Gansu Province as an example, in recent years, the public security organs in Gansu Province attach great importance to the police-related network public opinion response and disposal work, but in the actual response to the police-related network public opinion work there is still a lack of ideological understanding, disposal methods are not appropriate, The existence of these problems greatly reduces the efficiency and effect of public security organs in dealing with police-related network public opinion. This article has carried on the systematic analysis to the police-related network public opinion meaning, the basic characteristic and the management, through the detailed carding to the police-related network public opinion situation, aimed at in response to and handles the police-related network public opinion existence main question reason analysis, In order to deal with the police-related network public opinion from passive to active, to minimize the actual harm and adverse impact of such events on the society, and to build a safe Gansu Province.
