【摘要】：新聞?shì)浾摫O(jiān)督自身的特點(diǎn),決定了其對(duì)于公安執(zhí)法具有重要的積極意義。它有助于彌補(bǔ)公權(quán)力之間相互制約的不足；有助于規(guī)范公安執(zhí)法權(quán)的行使；有助于樹立和維護(hù)警察形象；有助于抑制腐敗。二者基本價(jià)值取向都是促進(jìn)社會(huì)的公平與正義,終極目標(biāo)都是關(guān)注和維護(hù)民眾的權(quán)利。這就奠定了新聞?shì)浾摫O(jiān)督與公安執(zhí)法互動(dòng)的基礎(chǔ)。 但是,實(shí)踐中,公安機(jī)關(guān)存在對(duì)新聞?shì)浾摫O(jiān)督的認(rèn)識(shí)不當(dāng)、與媒體溝通不足、對(duì)輿情處置不合理,漠視新聞媒體權(quán)益等問題；新聞媒體則對(duì)公安執(zhí)法獨(dú)立性和保密性存在曲解,存在缺乏責(zé)任感、過于注重新聞的可讀性、濫用新聞自由、自我約束能力較弱等問題。這些問題,嚴(yán)重制約了新聞?shì)浾搶?duì)公安執(zhí)法監(jiān)督的積極作用的發(fā)揮。 針對(duì)上述問題,建議實(shí)行公安新聞?shì)浾擃A(yù)測(cè)制度、規(guī)范公安新聞?shì)浾撔畔⑻幚頇C(jī)制、建立現(xiàn)場(chǎng)新聞資源管理機(jī)制、構(gòu)建長(zhǎng)效合作機(jī)制、構(gòu)建警察形象危機(jī)處置機(jī)制、開展應(yīng)對(duì)媒體能力的教育培訓(xùn)、建立網(wǎng)絡(luò)公安新聞?shì)浾撘龑?dǎo)機(jī)制、合理地界定新聞媒體介入公安執(zhí)法的限度并完善媒體侵權(quán)救濟(jì)制度。
[Abstract]:The characteristics of public opinion supervision determine its positive significance for public security enforcement. It helps to make up for the lack of mutual restriction between public power, to standardize the exercise of public security law enforcement power, to establish and maintain the image of the police, and to curb corruption. Both the basic value orientation is to promote social justice and justice, and the ultimate goal is to pay attention to and safeguard the rights of the people. This has laid the foundation of the interaction between news and public opinion supervision and public security law enforcement. However, in practice, the public security organs have some problems, such as improper understanding of the supervision of public opinion, insufficient communication with the media, unreasonable handling of public opinion and disregard for the rights and interests of the news media. The news media misinterpret the independence and confidentiality of public security enforcement, lack responsibility, pay too much attention to the readability of the news, abuse the freedom of the press, and the ability of self-restraint is weak. These problems have seriously restricted the positive role of public opinion in public security law enforcement supervision. In view of the above problems, it is suggested to implement the public opinion prediction system of public security news, standardize the mechanism of handling public opinion and information of public security news, establish the management mechanism of news resources on the spot, construct a long-term cooperation mechanism, and construct a mechanism to deal with the crisis of police image. Education and training should be carried out to deal with the ability of the media, to establish the public opinion guidance mechanism of network public security news, to reasonably define the limits of media intervention in police law enforcement and to perfect the relief system of media infringement.
