【摘要】：警務危機談判作為各國執(zhí)法單位在處置劫持人質(zhì)、恐怖主義等危機事件中不可或缺的手段,其發(fā)展已歷經(jīng)近半個世紀。其作為警務執(zhí)法單位處置危機的首選策略,已成為當今世界各國警察執(zhí)法部門在應對此類事件中發(fā)展的主流方向。我國警察執(zhí)法單位的危機談判機制起步較晚,在國際警務發(fā)展一體化的當下,面對國際恐怖主義事件的上升態(tài)勢與我國日益頻發(fā)的各類公共安全危機事件,構(gòu)建適合我國警務執(zhí)法單位運作的危機談判機制的意義愈來愈受到關(guān)注,且是現(xiàn)實執(zhí)法的迫切之需。
[Abstract]:Police crisis negotiation, as an indispensable means of dealing with hostage-taking, terrorism and other crisis events, has been developed for nearly half a century. As the first choice strategy for police law enforcement units to deal with the crisis, it has become the mainstream direction of the development of police law enforcement departments in dealing with such incidents in the world. The crisis negotiation mechanism of our country's police law enforcement units started relatively late. At the moment of international police development and integration, faced with the rising trend of international terrorism events and various kinds of public security crisis events that occur increasingly frequently in our country, The significance of constructing a crisis negotiation mechanism suitable for the operation of our country's police law enforcement units has been paid more and more attention, and it is an urgent need for practical law enforcement.
