【摘要】：隨著我國國民經(jīng)濟(jì)的迅速發(fā)展,市、縣級城市建設(shè)規(guī)模不斷擴(kuò)大,相應(yīng)的各種警情因素也在不斷增加。惡性刑事案件、重大火災(zāi)、頻繁車輛交通事故的發(fā)生,都給公安機(jī)關(guān)接處警工作提出了新的課題和更高的要求,尤其對于縣級公安機(jī)關(guān)面臨更加嚴(yán)峻的考驗(yàn)。110接處警系統(tǒng)是公安機(jī)關(guān)開展接處警工作的首要環(huán)節(jié),是“金盾工程”的重要組成部分。隨著110接警量持續(xù)攀升和接處警工作量的劇增,協(xié)調(diào)指揮和應(yīng)急處置任務(wù)日益繁重,面對如此復(fù)雜的社會形式,加強(qiáng)110接處警工作規(guī)范化建設(shè),不斷提高110接處警工作的效能,對保證公安機(jī)關(guān)能夠?qū)訄?bào)警案件快速反應(yīng)、及時處理就顯得十分迫切,對迅速、有效的打擊犯罪,維護(hù)社會治安穩(wěn)定,以及促進(jìn)公安機(jī)關(guān)信息化建設(shè)也具有重大意義。 本文依據(jù)東營市公安局河口分局110接處警系統(tǒng)建設(shè)的實(shí)際項(xiàng)目,重點(diǎn)描述了系統(tǒng)需要完善的各項(xiàng)功能。在系統(tǒng)總體研究的階段,通過對110接處警業(yè)務(wù)需求的認(rèn)真分析,提出了通過CSCW(計(jì)算機(jī)支持的協(xié)同工作)技術(shù),在整合和利用現(xiàn)有條件的基礎(chǔ)上,建立一個統(tǒng)一的語音、數(shù)據(jù)、圖像相融合的智能基礎(chǔ)共用平臺,使之成為河口公安分局的報(bào)警受理服務(wù)中心和指揮調(diào)度中心。論文根據(jù)110接處警業(yè)務(wù)的需求,分析了現(xiàn)實(shí)工作中存在的問題,并將現(xiàn)有接處警系統(tǒng)分為九個模塊,從功能、設(shè)計(jì)及實(shí)現(xiàn)等方面進(jìn)行了較為詳盡的描述。接著介紹了CSCW技術(shù)和GIS(地理信息系統(tǒng))技術(shù)在完善接處警系統(tǒng)過程中的具體應(yīng)用等。 本文的研究結(jié)果表明,CSCW協(xié)同平臺的支持下,各接處警席位之間警情可通傳、可轉(zhuǎn)移、可接管,實(shí)現(xiàn)“可聽、可視、可控”;指揮中心及各相關(guān)處警單位間可互通信息(文字、語音、圖像),各級處警人員通過權(quán)限認(rèn)證后,可以“隨時隨地得到信息”。整個接處警系統(tǒng)將成為一個基于CSCW工作的分布式系統(tǒng),具有跨區(qū)域、跨警種的整體聯(lián)動效能。
[Abstract]:With the rapid development of our national economy, the construction scale of cities and county-level cities is expanding, and the corresponding police factors are increasing. Vicious criminal cases, major fires, and frequent vehicle traffic accidents have all put forward new topics and higher requirements for the public security organs to receive police officers. Especially for the county-level public security organs, the system of receiving and handling police is the most important part of the "Golden Shield Project". With the continuous increase in the number of 110 receiving police and the sharp increase in the workload of receiving and handling the police, the task of coordinating command and emergency handling is becoming increasingly onerous. In the face of such a complicated social form, we should strengthen the standardization of the work of receiving 110 police and constantly improve the efficiency of the work of handling the police at 110. It is very urgent to ensure that the public security organs can react quickly to the police cases and deal with them in time. It is also of great significance to fight crime quickly and effectively, to maintain the social security stability, and to promote the information construction of the public security organs. According to the actual project of 110 police system construction of Dongying Public Security Bureau Estuary Substation, this paper describes the functions of the system which need to be perfected. In the stage of the overall research of the system, through the careful analysis of the requirements of the service of 110 receiving and handling police, this paper puts forward a unified voice and data based on the integration and utilization of the existing conditions through the CSCW (computer supported Cooperative work) technology. The image fusion intelligent basic common platform makes it become the alarm receiving service center and command and dispatching center of the Estuary Public Security Bureau. According to the requirement of 110 police service, this paper analyzes the problems existing in the practical work, and divides the existing system into nine modules, and describes the function, design and implementation of the system in detail. Then it introduces the application of CSCW and GIS technology in the process of improving the system of receiving and handling police. The research results of this paper show that, with the support of CSCW cooperation platform, the police information can be transmitted, transferred and taken over among the seats of each receiving and handling police, and "audible, visual and controllable" can be realized. Command center and the relevant police units can exchange information (text, voice, image), all levels of police personnel through the authority certification, can "anytime, anywhere access to information." The whole system will be a distributed system based on CSCW.
