【摘要】：青少年違法犯罪是一個(gè)社會(huì)問(wèn)題,是人類(lèi)社會(huì)發(fā)展到一定階段的產(chǎn)物,也是一個(gè)全球化的問(wèn)題。如何挽救失足青少年,如何有效地預(yù)防青少年違法犯罪,如何對(duì)違法犯罪青少年進(jìn)行矯治教育,已經(jīng)成為擺在各國(guó)青少年工作者面前的一個(gè)十分重要和緊迫的課題,構(gòu)筑對(duì)青少年違法犯罪的“防線”已成為當(dāng)前一項(xiàng)不容忽視的戰(zhàn)略性任務(wù)。 近幾年,青少年違法犯罪數(shù)量之多,發(fā)展之快,危害之大,性質(zhì)之嚴(yán)重,非常讓人震驚,令人擔(dān)憂(yōu),預(yù)防和減少青少年違法犯罪關(guān)系到國(guó)家的穩(wěn)定和社會(huì)的長(zhǎng)治久安,已經(jīng)引起全社會(huì)的高度重視。青少年違法犯罪社區(qū)預(yù)防模式的出現(xiàn),是現(xiàn)代社會(huì)社區(qū)迅速發(fā)展、社區(qū)功能逐步完善的結(jié)果,隨著社區(qū)的不斷發(fā)展,社區(qū)已經(jīng)成為社會(huì)的基本單元和細(xì)胞,也成為青少年學(xué)習(xí)生活的重要場(chǎng)所,在預(yù)防青少年違法犯罪中必將起到積極的作用。探索、完善社區(qū)預(yù)防模式,已經(jīng)成為當(dāng)代社會(huì)和各國(guó)學(xué)者研究的重要課題。 在我國(guó),社區(qū)在預(yù)防青少年犯罪方面做了大量的工作,一方面緣于20世紀(jì)90年代中后期城市基層管理體制的變革和城市社區(qū)建設(shè),另一方面,緣于中央綜合治理委員會(huì)預(yù)防青少年違法犯罪領(lǐng)導(dǎo)小組辦公室多年來(lái)集中精力于預(yù)防工作,特別是針對(duì)社區(qū)閑散青少年的預(yù)防。2002年中央綜治委預(yù)防青少年違法犯罪領(lǐng)導(dǎo)小組辦公室制定了“青少年違法犯罪社區(qū)預(yù)防計(jì)劃”,對(duì)社區(qū)預(yù)防工作提出了具體的要求、目標(biāo)和任務(wù)。 本文從研究青少年違法犯罪的現(xiàn)狀入手,通過(guò)對(duì)濱州市2005年至2007年青少年違法犯罪的數(shù)據(jù)分析,采用理論聯(lián)系實(shí)際的方法,探討社區(qū)在預(yù)防青少年違法犯罪中的功能與作用,并通過(guò)研究濱州“未成年人零犯罪社區(qū)”的建設(shè),借鑒對(duì)比上海模式和深圳羅湖模式的成熟經(jīng)驗(yàn),分析目前社區(qū)在預(yù)防青少年違法犯罪過(guò)程中所存在的問(wèn)題,進(jìn)一步完善社區(qū)預(yù)防體制,從而提出“社區(qū)聯(lián)動(dòng),三級(jí)預(yù)防”的新型預(yù)防模式,廣泛動(dòng)員社會(huì)力量,整合社區(qū)資源,以青少年為重點(diǎn),加強(qiáng)青少年教育,完善青少年管理,服務(wù)青少年發(fā)展需求,凈化青少年成長(zhǎng)環(huán)境,建設(shè)專(zhuān)兼職相結(jié)合的青少年工作隊(duì)伍,健全預(yù)防青少年違法犯罪工作機(jī)制,形成黨委統(tǒng)一領(lǐng)導(dǎo)、部門(mén)分工負(fù)責(zé)、社會(huì)廣泛參與的齊抓共管的工作局面,實(shí)現(xiàn)對(duì)青少年違法犯罪的有效預(yù)防和控制,促進(jìn)青少年健康成長(zhǎng)。
[Abstract]:Juvenile delinquency is a social problem, a product of the development of human society to a certain stage, and also a problem of globalization. How to save juvenile delinquents, how to effectively prevent juvenile delinquency, and how to correct and educate juvenile delinquents have become a very important and urgent task for youth workers in various countries. Constructing defense line against juvenile delinquency has become a strategic task that can not be ignored. In recent years, the number, the rapid development, the great harm and the serious nature of juvenile delinquency have caused great shock and concern. The prevention and reduction of juvenile delinquency and delinquency have a bearing on the stability of the country and the long-term stability of society. Has caused the whole society to attach great importance to. The emergence of community prevention model of juvenile delinquency is the result of the rapid development of modern social community and the gradual improvement of community function. With the continuous development of the community, the community has become the basic unit and cell of the society. It also becomes an important place for teenagers to learn and live, and will play a positive role in the prevention of juvenile delinquency. Exploring and perfecting community prevention model has become an important topic for contemporary society and scholars all over the world. In our country, the community has done a lot of work in preventing juvenile delinquency, on the one hand, because of the reform of urban grass-roots management system and the construction of urban community in the middle and late 1990s, on the other hand, Because the Office of the leading Group for the Prevention of Juvenile Delinquency and Crime of the Central Commission for Comprehensive Management has been concentrating on prevention over the years. In particular, the prevention of idle youth in the community. In 2002, the Office of the leading Group for the Prevention of Juvenile delinquency of the Central Comprehensive Management Committee formulated the "Community Prevention Plan for Juvenile delinquency", which put forward specific requirements for community prevention work. Objectives and tasks Starting with the current situation of juvenile delinquency, this paper analyzes the data of juvenile delinquency in Binzhou from 2005 to 2007, and discusses the function and function of community in preventing juvenile delinquency by combining theory with practice. By studying the construction of "minor zero crime community" in Binzhou, and comparing the mature experience of Shanghai model and Shenzhen Luohu model, this paper analyzes the existing problems in the process of preventing juvenile delinquency in the community. To further improve the community prevention system, so as to put forward a new prevention model of "community linkage, three-level prevention," extensively mobilize social forces, integrate community resources, focus on young people, strengthen youth education, and improve youth management. To serve the development needs of young people, to purify the environment for their growth, to build a youth work force that combines specialized and part-time work, to improve the work mechanism for the prevention of juvenile delinquency, and to form a unified leadership of party committees and division of labor and responsibility among departments. Social participation in the work of joint efforts to achieve effective prevention and control of juvenile delinquency, to promote the healthy growth of young people.
