【摘要】：隨著城市化不斷加深,道路擁堵問(wèn)題越來(lái)越嚴(yán)重。公眾對(duì)于治堵政策的需求度和關(guān)注度增強(qiáng),因而政府為保證治堵政策的有效性,必須在政策制定和實(shí)施的全過(guò)程關(guān)注公眾訴求。本文采用托馬斯有效決策模型,并結(jié)合國(guó)情發(fā)現(xiàn)治堵政策制定過(guò)程中公眾參與的有限作用,繼而提出政策實(shí)施和反饋過(guò)程中公眾回應(yīng)和自我更新的重要性。通過(guò)構(gòu)建模型,理解公眾參與、公眾回應(yīng)和自我更新在提高治堵政策有效性時(shí)的影響作用,提出保證治堵政策有效的政策建議。
[Abstract]:With the deepening of urbanization, the problem of road congestion is becoming more and more serious. In order to ensure the effectiveness of the policy, the government must pay attention to the public demand in the whole process of policy formulation and implementation. In this paper, the Thomas effective decision model is adopted, and the limited role of public participation in the process of policy making is found according to the national conditions, and then the importance of public response and self-renewal in the process of policy implementation and feedback is put forward. By constructing a model to understand the influence of public participation, public response and self-renewal on improving the effectiveness of plugging policy, the paper puts forward some policy recommendations to ensure the effectiveness of the policy.
