【摘要】：改善民生是經(jīng)濟發(fā)展的根本目的。公安機關作為經(jīng)濟社會發(fā)展的重要保障者、參與者,公安工作與人民群眾的工作、生活息息相關,關注民生、保障民生、改善民生是公安機關的重大政治責任和時代賦予的歷史使命。 隨著社會經(jīng)濟的發(fā)展,以財物為侵害對象的兩搶一盜(搶劫、搶奪、盜竊的簡稱)案件犯罪明顯增多,此類犯罪發(fā)案數(shù)量多、涉案面廣、發(fā)案頻率高,與人民群眾利益密切相關,嚴重影響了人民群眾安全感。因此,如何進一步貫徹落實科學發(fā)展觀,以人為本,集中力量嚴厲打擊侵害群眾切身利益的兩搶一盜犯罪,是新形勢下擺在基層公安機關面前亟待研究解決的重要問題。 本文以廣東省揭陽市東山區(qū)兩搶一盜整治的案例為研究對象,綜合運用了團隊溝通與協(xié)作、危機管理、信息化建設、管理心理學等專業(yè)理論和方法對此案例進行了分析。在案例正文部分,介紹了近年來東山兩搶一盜違法犯罪的狀況,東山整治兩搶一盜的機構(gòu)、人員及手段,重點闡述了傳統(tǒng)的整治、控制兩搶一盜的工作模式和存在問題;在案例分析部分,通過分析,得出了當前兩搶一盜整治工作所面臨的環(huán)境變化的機遇和挑戰(zhàn),尋找東山整治工作的有利條件和不利條件,提出了以信息化手段為支撐的整治兩搶一盜的工作構(gòu)想,并結(jié)合實際工作給予準確的評價。
[Abstract]:Improving people's livelihood is the fundamental purpose of economic development. As an important guarantor and participant of economic and social development, the public security organs are closely related to the work of the people and their daily lives. They are concerned about the people's livelihood and safeguard the people's livelihood. Improving the people's livelihood is the major political responsibility of the public security organs and the historical mission entrusted by the times. With the development of social economy, the crime of two robberies and one theft (robbery, snatch, theft for short) with property as the object of infringement has obviously increased. The number of such crimes is many, the range of cases involved is wide, and the frequency of such crimes is high. Closely related to the interests of the people, seriously affected the masses of sense of security. Therefore, how to further carry out the scientific development view, put people first, and concentrate efforts to crack down on the crime of "two robberies and one theft" infringing upon the vital interests of the masses is an important problem that needs to be studied and solved urgently in front of the grass-roots public security organs under the new situation. This paper takes the case of "two robberies and one burglar" in Dongshan District, Jieyang City, Guangdong Province as the research object, and analyzes the case by using the professional theories and methods of team communication and cooperation, crisis management, information construction, management psychology and so on. In the main part of the case, it introduces the situation of the two robberies and one theft in Dongshan in recent years, the organization, personnel and means of the two robberies and one theft in Dongshan, focusing on the traditional regulation, the working mode and the existing problems of controlling the two robberies and one theft; In the case analysis part, through the analysis, we get the opportunity and challenge of the environmental change faced by the two robberies and one thief, and look for the favorable and unfavorable conditions for the Dongshan remediation work. This paper puts forward the idea of renovating two robberies and one burglar supported by information technology, and gives an accurate evaluation combined with the actual work.
