【摘要】： 當(dāng)前,隨著改革開放不斷深入和社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制進(jìn)程的加快,農(nóng)村的社會(huì)治安問題也不斷增多,綜合反映的治安熱點(diǎn)與難點(diǎn)比較突出,有的治安問題還比較嚴(yán)重。我國(guó)是一個(gè)農(nóng)業(yè)大國(guó),80%的人口在農(nóng)村,沒有農(nóng)村的穩(wěn)定,就沒有全國(guó)的穩(wěn)定;沒有農(nóng)村的小康,就沒有全社會(huì)的小康。所以,加強(qiáng)農(nóng)村社會(huì)治安綜合治理,全力維護(hù)農(nóng)村的社會(huì)穩(wěn)定,對(duì)于推進(jìn)農(nóng)村經(jīng)濟(jì)社會(huì)的健康發(fā)展,保持農(nóng)村長(zhǎng)期和諧穩(wěn)定的社會(huì)環(huán)境,使人民群眾安居樂業(yè),加快農(nóng)村小康社會(huì)的進(jìn)程意義重大。 本文通過查閱、綜合本地區(qū)及全國(guó)其它地區(qū)相關(guān)文獻(xiàn),采用定量分析與定性分析相結(jié)合的方法,對(duì)當(dāng)前農(nóng)村社會(huì)治安存在的問題的表現(xiàn)特征及形成原因進(jìn)行分析,提出相應(yīng)的綜合治理對(duì)策。我國(guó)農(nóng)村社會(huì)治安問題“因地而異”。由于社會(huì)經(jīng)濟(jì)發(fā)展程度不一,農(nóng)村社會(huì)治安問題在不同的地區(qū)、在同一地區(qū)的不同發(fā)展程度的區(qū)域都表現(xiàn)出不同的特點(diǎn)。農(nóng)村社會(huì)治安存在問題形成的原因是多方面的。充分認(rèn)識(shí)農(nóng)村社會(huì)治安問題綜合治理的必要性,把維護(hù)農(nóng)村穩(wěn)定納入我國(guó)改革開放戰(zhàn)略之中去思考、探討。嚴(yán)厲打擊各種犯罪,做好教育防范工作。標(biāo)本兼治,重在治本。以保障我國(guó)農(nóng)村社會(huì)穩(wěn)定,促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展,加快社會(huì)主義新農(nóng)村建設(shè)步伐。
[Abstract]:At present, with the deepening of reform and opening up and the acceleration of the process of socialist market economy system, the social security problems in rural areas are also increasing. China is a large agricultural country, 80% of the population in rural areas, without rural stability, there will be no national stability, without rural well-off, there will be no well-off society. Therefore, strengthening the comprehensive management of social security in rural areas and making every effort to maintain social stability in rural areas will promote the healthy development of rural economy and society, maintain a long-term harmonious and stable social environment in rural areas, and enable the people to live and work in peace and contentment. Speeding up the process of rural well-off society is of great significance. By consulting and synthesizing the relevant documents in this area and other regions of the country, this paper analyzes the characteristics and causes of the problems existing in the rural social security by combining the quantitative analysis with the qualitative analysis. Put forward the corresponding comprehensive control countermeasures. The problems of social security in rural areas of our country are different from one place to another. Due to the different degree of social and economic development, the social security problems in rural areas in different areas, in the same area of different levels of development areas all show different characteristics. There are many reasons for the problems in rural social security. We should fully understand the necessity of comprehensive management of social security problems in rural areas and bring the maintenance of rural stability into the reform and opening strategy of our country. We must crack down on all kinds of crimes and do a good job in education and prevention. Treat both the symptoms and the root causes, and focus on the treatment of the root causes. In order to ensure the stability of rural society, promote the development of rural economy, accelerate the pace of socialist new rural construction.
