聊城市公安局警察文化建設(shè)問題及對策

【摘要】: 在社會主義先進(jìn)文化建設(shè)的大潮中,警察作為社會的一個特定群體,也在積極創(chuàng)造著行業(yè)文化,形成了自身固有的政治理論、價值取向、精神內(nèi)涵、行為規(guī)范和管理模式。警察文化影響著警察組織和每一個警員的行為方式,健康的警察文化能夠滿足成員內(nèi)在精神需求,對加強(qiáng)警察隊伍建設(shè),增強(qiáng)戰(zhàn)斗力和凝聚力,樹立人民警察良好形象以及促使警察隊伍管理走向人文管理具有深遠(yuǎn)的理論意義。當(dāng)前,由于受經(jīng)濟(jì)全球化、社會多元化的影響,各種文化交織在一起,而任何一個社會的文化形態(tài),都不是單一的、純而又純的,總是存在著主流文化、亞文化、反文化等多種文化形態(tài),還存在一些帶有愚昧、頹廢、低級、庸俗等色彩的落后腐朽文化。作為時刻站在時代最前沿的人民警察,接觸社會消極因素和負(fù)文化較多,容易受到落后腐朽文化的侵蝕。因此,必須建設(shè)先進(jìn)的警察文化,充分發(fā)揮其所具有的對社會種種文化現(xiàn)象的析疑、排斥、改造、認(rèn)同的功能,來弘揚(yáng)主流文化、引導(dǎo)亞文化、遏止反文化,用先進(jìn)的警察文化占領(lǐng)公安機(jī)關(guān)的文化陣地。 近年來,聊城市公安局在堅持政治建警、從嚴(yán)治警的同時,始終把警察文化建設(shè)置于公安工作的基礎(chǔ)性和先導(dǎo)性的重要位置,堅持把警察文化建設(shè)與打造“親民公安”品牌有機(jī)結(jié)合起來,積極探索新形勢下文化育警、文化強(qiáng)警的新路子,提高了民警的職業(yè)素養(yǎng),激發(fā)民警的職業(yè)榮譽(yù)感、集體歸屬感和工作責(zé)任感。但是在警察文化建設(shè)取得了良好成效的大環(huán)境下,仍有一些負(fù)因子存在,比如個別單位和民警宗旨觀念不強(qiáng)、法制意識淡薄,甚至出現(xiàn)違法違紀(jì)現(xiàn)象。為了發(fā)揮警察文化在公安工作和警察隊伍管理中的積極作用,指導(dǎo)警務(wù)實踐的創(chuàng)新發(fā)展,本文借鑒國內(nèi)外警察文化研究的成果,結(jié)合聊城市的實際情況,采用調(diào)查研究、理論應(yīng)用的方法,對聊城市公安局警察文化的建設(shè)背景、開展情況及產(chǎn)生的效果進(jìn)行了認(rèn)真研究,并對存在的問題及原因進(jìn)行了深刻的分析,認(rèn)為當(dāng)前存在問題的主要原因是思想認(rèn)識不到位,文化建設(shè)人力資源缺乏,經(jīng)費(fèi)投入不足,有的地方把警察文化視為政績工程,存在“急功近利”的現(xiàn)象等。針對以上原因,本文從借鑒企業(yè)文化的理念、強(qiáng)化領(lǐng)導(dǎo)影響力、注重人力資源開發(fā)、建立長效機(jī)制等四個方面提出了加強(qiáng)警察文化建設(shè)的對策和建議。
[Abstract]:In the tide of socialist advanced culture construction, the police, as a special group of society, are also actively creating industry culture, forming their own inherent political theory, value orientation, spiritual connotation, behavioral norms and management patterns. It is of far-reaching theoretical significance to meet the inner spiritual needs of the members of the police force, to strengthen the construction of the police force, to enhance combat effectiveness and cohesion, to establish a good image of the people's police force and to promote the management of the police force towards humanistic management. The cultural forms of society are not single, pure and pure, there are always mainstream culture, sub-culture, anti-culture and other cultural forms, there are still some ignorant, decadent, low-level, vulgar and other colors of backward decadent culture. It is easy to be eroded by backward and decadent culture. Therefore, it is necessary to build an advanced police culture and give full play to its functions of analyzing doubts, repelling, transforming and identifying various social cultural phenomena so as to carry forward the mainstream culture, guide sub-culture, curb anti-culture and occupy the cultural position of public security organs with advanced police culture.
In recent years, Liaocheng Public Security Bureau has always placed the construction of police culture in the important position of foundation and forerunner of public security work while adhering to the political construction of police and strictly administering the police. It has persisted in combining the construction of police culture with the creation of a brand of "pro-people public security" and has actively explored a new way to educate and strengthen the police with culture under the new situation. However, under the circumstances that the construction of police culture has achieved good results, there are still some negative factors, such as the weak concept of the purpose of individual units and the police, weak awareness of the legal system, and even violations of law and discipline. The positive role of investigation culture in public security work and the management of the police force is to guide the innovation and development of police pragmatic practice. This paper draws lessons from the achievements of the study of police culture at home and abroad, and combines the actual situation of Liaocheng City, adopts the methods of investigation and study, and applies theory to the construction background, development situation and effect of police culture of Liaocheng Public Security Bureau. This paper makes a thorough study of the existing problems and makes a profound analysis of the causes. It is believed that the main causes of the existing problems are the lack of ideological understanding, the lack of human resources for cultural construction, the lack of funds, the fact that police culture is regarded as a project of political achievements in some places, and the phenomenon of "quick success and instant benefit". This paper puts forward some countermeasures and suggestions to strengthen the construction of police culture from four aspects: drawing lessons from the concept of enterprise culture, strengthening the influence of leaders, paying attention to the development of human resources, and establishing a long-term mechanism.
