【摘要】：農(nóng)村地區(qū)的社會治安在我國整個社會治安工作中處于極其重要的位置。沒有農(nóng)村的穩(wěn)定,就沒有整個社會的穩(wěn)定；沒有農(nóng)村的社會治安的好轉(zhuǎn),就沒有整個社會治安形勢的好轉(zhuǎn)。近年來,黨和政府對“三農(nóng)”問題十分重視,廣大農(nóng)村面貌發(fā)生了顯著變化,農(nóng)村社會治安形勢保持總體穩(wěn)定。但是,隨著轉(zhuǎn)軌、社會轉(zhuǎn)型,以及改革開放的不斷深化和經(jīng)濟(jì)建設(shè)力度的不斷加大,農(nóng)村社會的政治、經(jīng)濟(jì)、文化結(jié)構(gòu)都發(fā)生了深刻的變化,由此引發(fā)出不少新情況、新問題,產(chǎn)生了一些不穩(wěn)定因素,對農(nóng)村治安造成很大影響。如何保持重要戰(zhàn)略機(jī)遇期的農(nóng)村社會穩(wěn)定,對加強(qiáng)農(nóng)業(yè)、農(nóng)村和農(nóng)民工作,建設(shè)社會主義新農(nóng)村,具有十分重要的意義。 本文首先概述了研究農(nóng)村社會治安的背景和重大意義、國內(nèi)外研究現(xiàn)狀、研究目的及本文到得主要章節(jié),其次介紹了有關(guān)社會治安的幾個基本概念,然后詳細(xì)分析了當(dāng)前我國農(nóng)村社會治安存在的主要問題,并結(jié)合濰坊市坊子區(qū)的實際,細(xì)述了坊子區(qū)自改革開放以來在農(nóng)村社會治安方面取得的一些成就,同時指出了坊子區(qū)當(dāng)?shù)剞r(nóng)村社會治安存在的具體問題,且進(jìn)一步闡述了問題產(chǎn)生的主要原因及表現(xiàn)形式,并最終提出了解決問題的相應(yīng)方案以及此論文對維護(hù)我國農(nóng)村社會治安穩(wěn)定的指導(dǎo)意義。 維護(hù)農(nóng)村社會治安穩(wěn)定不僅僅要依靠公安機(jī)關(guān),還需要農(nóng)村的基層組織和廣大農(nóng)民的積極配合。必須適應(yīng)農(nóng)村形勢的發(fā)展變化,認(rèn)真研究農(nóng)村社會治安的新情況,從根本上認(rèn)識影響農(nóng)村社會治安的根本原因。要努力抓住“三基”工程建設(shè)的大好時機(jī),大力發(fā)展農(nóng)村經(jīng)濟(jì),改善農(nóng)民生活,同時提高農(nóng)民的文化素質(zhì)及法律意識。要重視基層建設(shè),提高農(nóng)村防控體系。要不斷加強(qiáng)農(nóng)村警務(wù)體制改革,全力穩(wěn)定農(nóng)村社會治安穩(wěn)定。
[Abstract]:The social security in rural areas is very important in the whole social security work of our country. Without the stability of the countryside, there would be no stability of the whole society; without the improvement of the social security in the countryside, there would be no improvement in the overall social security situation. In recent years, the Party and the government have attached great importance to the issue of "agriculture, countryside and farmers", the face of the vast rural areas has undergone remarkable changes, and the social security situation in rural areas has maintained overall stability. However, with the transition, social transformation, the deepening of reform and opening up and the increasing intensity of economic construction, profound changes have taken place in the political, economic and cultural structure of rural society, which has led to many new situations and problems. Some unstable factors have been produced, which have a great impact on rural public order. How to maintain the rural social stability in the period of important strategic opportunity is of great significance to strengthen agriculture, rural and peasant work, and to build a new socialist countryside. This paper first outlines the background and significance of the study of rural social security, the current research situation at home and abroad, the purpose of the study and the main chapters of this paper, and then introduces several basic concepts of social security. Then it analyzes in detail the main problems existing in the rural social security in our country, and combines with the reality of Weifang subdistrict, describes in detail some achievements in rural social security since the reform and opening up. At the same time, it points out the concrete problems of the local rural social security in the Fangzi District, and further expounds the main reasons and manifestations of the problems. And finally put forward the corresponding solution to the problem and the guiding significance of this paper to maintain the rural social security and stability in our country. The maintenance of rural social order and stability depends not only on the public security organs, but also on the cooperation of rural grassroots organizations and peasants. It is necessary to adapt to the development and change of the rural situation, study the new situation of the rural social security seriously, and fundamentally understand the fundamental reasons that affect the rural social security. We should make great efforts to seize the good opportunity of the construction of the "three bases" project, vigorously develop the rural economy, improve the peasants' life, and at the same time improve the peasants' cultural quality and legal consciousness. Attention should be paid to grass-roots construction to improve the rural prevention and control system. We must constantly strengthen the reform of the rural police service system and make every effort to stabilize rural social order and stability.
