【摘要】：隨著改革開放的不斷深入,中國社會已經(jīng)進入轉型時期,社會結構發(fā)生巨大變化,整個社會處于新舊交替階段,各種利益群體之間的利益沖突引發(fā)了程度不同的社會震蕩,由此產(chǎn)生大量的群體性事件,并且規(guī)模和表現(xiàn)形式不斷升級,成為當前社會不穩(wěn)定的重要因素。轉型期群體性事件是新時期人民內部矛盾的一個突出表現(xiàn),是人民內部矛盾變化的一種新動向。當前發(fā)生的群體性事件,其規(guī)模不斷擴大,組織化程度高,表現(xiàn)形式趨于激烈,且處理難度增大,不僅直接導致社會經(jīng)濟生活的重大損失,加大各級政府行政管理的難度,而且對社會的穩(wěn)定發(fā)展危害極大。因此,在我國社會現(xiàn)代化進程中,穩(wěn)定與發(fā)展始終是擺在我們面前的一個重大而緊迫的課題。面對轉型期的這種社會現(xiàn)實,如何通過一系列配套的制度安排,有效防范群體性事件,從源頭上降低群體性事件發(fā)生的可能；同時如何有效地將社會沖突盡可能地置于理性的基礎上并保持在理性的范圍內,及時化解社會發(fā)展變化對社會穩(wěn)定系統(tǒng)形成的內部張力和外部壓力,努力抑制與消解可能出現(xiàn)的各種不穩(wěn)定因素,成為確保社會平穩(wěn)運行、減少社會損失的客觀需要,成為現(xiàn)階段迫切需要解決的重大現(xiàn)實問題。 本文立足于作者工作實際,著眼于壽光市信訪實踐中的群體性上訪事件,對壽光市群體性事件的基本態(tài)勢、原因及預防處置機制進行了系統(tǒng)的分析和研究。在寫作的過程中,廣泛吸取了國內外知名學者專家的研究方法和研究成果,結合壽光市實際,因地制宜地總結出相關研究成果,提出應對方略,對壽光市的群體性事件的分析預判和處置起到一定的參考作用。
[Abstract]:With the deepening of reform and opening up, the Chinese society has entered a period of transition, the social structure has undergone tremendous changes, the whole society is in the new and old alternate stage, the conflicts of interest between various interest groups have caused social shocks of varying degrees. As a result, a large number of mass events have been produced, and the scale and manifestation have been continuously upgraded, which has become an important factor of current social instability. Group events in the transitional period are an outstanding manifestation of the contradictions among the people in the new period and a new trend of the changes of contradictions among the people. The current mass events, whose scale is expanding, the degree of organization is high, the form of expression tends to be fierce, and the difficulty of handling is increasing, which not only directly leads to the great loss of social and economic life, but also increases the difficulty of government administration at all levels. Moreover, it will do great harm to the stable development of the society. Therefore, in the process of social modernization, stability and development is always an important and urgent task in front of us. In the face of this social reality in the transition period, how to effectively prevent group events through a series of supporting institutional arrangements, and reduce the possibility of group events from the source; At the same time, how to effectively put the social conflict on the basis of rationality and keep it within the rational scope, and timely resolve the internal tension and external pressure formed by the social development and change on the social stability system, It is an objective need to restrain and eliminate all kinds of unstable factors which may appear in order to ensure the smooth operation of society and reduce social losses, and become an important practical problem that needs to be solved urgently at the present stage. Based on the author's work and focusing on the mass petition events in Shouguang City, this paper makes a systematic analysis and study on the basic situation, causes and prevention and disposal mechanism of the mass incidents in Shouguang City. In the process of writing, we have extensively absorbed the research methods and results of famous scholars and experts at home and abroad, combined with the reality of Shouguang City, summed up relevant research results according to local conditions, and put forward countermeasures. It plays a certain reference role in the analysis and disposal of group events in Shouguang City.
