【摘要】：近年來公安部門經(jīng)過不斷探索和積累,已經(jīng)建成了眾多的信息應(yīng)用系統(tǒng)。作為一般規(guī)律,信息建設(shè)按這種軌跡發(fā)展到一定程度,自然應(yīng)進(jìn)入整合階段,整合相互孤立的應(yīng)用,整合零散的信息資源,提高信息共享和業(yè)務(wù)協(xié)同的范圍和程度,從而提高公安部門整體效能,以支持公安工作目標(biāo)的實(shí)現(xiàn)。信息共享的目的是對(duì)信息資源的充分利用,如果市場、經(jīng)濟(jì)、行政、市政、政務(wù)公開等方面的信息一旦從孤立的、零散的、不成體系的狀態(tài),經(jīng)過規(guī)范化采集、整合、管理,變?yōu)楸舜岁P(guān)聯(lián)的信息體系,成為常變常新的活水資源,就形成了對(duì)管理和建設(shè)具有重要作用的寶貴資源。但目前公安機(jī)關(guān)信息資源共享在實(shí)戰(zhàn)中產(chǎn)生的效能不高,沒有充分發(fā)揮信息資源共享的作用,實(shí)際應(yīng)用效果與預(yù)期效果有一定差距。 為此,本人對(duì)信息資源、信息管理、公共管理理論進(jìn)行梳理和研究,對(duì)公安部門信息資源共享工作現(xiàn)狀進(jìn)行全面了解,對(duì)存在的問題進(jìn)行整理和分析。在充分調(diào)研、思考的基礎(chǔ)上,通過理論與實(shí)際相結(jié)合的方式,深入研究和分析了當(dāng)前公安部門在信息資源共享上產(chǎn)生問題的根源。同時(shí)在分析過程中,借鑒了國內(nèi)外學(xué)者在信息資源共享方面的理論觀點(diǎn)及先進(jìn)經(jīng)驗(yàn),結(jié)合本國國情提出自己設(shè)想和解決問題的實(shí)際方法。 本文主要分為五個(gè)部分:第一部分闡述了本文研究的背景和依據(jù);第二部分對(duì)信息資源共享相關(guān)理論進(jìn)行描述,為闡述本文的觀點(diǎn)提供理論依據(jù);第三部分從公安部門信息資源共享的現(xiàn)狀著手,對(duì)公安部門信息資源共享存在的問題進(jìn)行分析;第四部分闡述國內(nèi)外在信息資源共享方面的理論研究和先進(jìn)經(jīng)驗(yàn);第五部分針對(duì)公安部門信息資源共享存在的問題提出優(yōu)化建議。 本文創(chuàng)新之處在于,針對(duì)公安部門信息資源共享效能不高,信息資源共享工作發(fā)展緩慢的現(xiàn)狀,以影響信息資源共享效能的因素作為突破口,通過對(duì)上海公安局經(jīng)濟(jì)犯罪偵查部門信息資源共享的實(shí)際應(yīng)用案例進(jìn)行分析,借鑒國內(nèi)外信息資源共享領(lǐng)域的先進(jìn)經(jīng)驗(yàn),切實(shí)研究分析公安部門信息資源共享存在的問題及原因,理論結(jié)合實(shí)際,提出優(yōu)化公安部門信息資源共享的對(duì)策和建議。
[Abstract]:In recent years, the public security department has built a large number of information application systems through continuous exploration and accumulation. As a general rule, information construction develops to a certain extent according to this kind of track, so it should naturally enter the stage of integration, integrate mutually isolated applications, integrate scattered information resources, and improve the scope and degree of information sharing and business cooperation. In order to improve the overall efficiency of public security departments, to support the realization of the objectives of public security work. The purpose of information sharing is to make full use of information resources. If once the information in the areas of market, economy, administration, municipal administration, government affairs and so on is collected, integrated, and managed by standardization from isolated, scattered, and fragmented states, Turning into the interrelated information system and becoming the new living water resources, the valuable resources which play an important role in management and construction have been formed. However, at present, the efficiency of information resource sharing of public security organs in actual combat is not high, and the role of information resource sharing is not fully brought into play, and the practical application effect is far from the expected effect. Therefore, I comb and study the theory of information resources, information management and public management, comprehensively understand the current situation of information resources sharing in public security departments, and analyze the existing problems. On the basis of full investigation and reflection, through the combination of theory and practice, this paper deeply studies and analyzes the root causes of the problems in the information resource sharing of the current public security department. At the same time, in the process of analysis, we draw lessons from the theory and advanced experience of domestic and foreign scholars in information resource sharing, and put forward their own ideas and practical methods to solve the problem according to the national conditions of our country. This paper is mainly divided into five parts: the first part describes the background and basis of this study, the second part describes the information resource sharing theory, which provides the theoretical basis for the elaboration of the views of this paper. The third part begins with the present situation of information resource sharing in public security departments, analyzes the problems existing in the information resource sharing of public security departments, and expounds the theoretical research and advanced experience of information resource sharing at home and abroad. The fifth part puts forward the optimization suggestion to the problem of information resource sharing of public security department. The innovation of this paper lies in the fact that the information resource sharing efficiency of the public security department is not high and the information resource sharing work is developing slowly, and the factors that affect the information resource sharing efficiency are taken as the breakthrough point. By analyzing the practical application cases of information resource sharing in the economic crime investigation department of Shanghai Public Security Bureau, the author draws lessons from the advanced experience in the field of information resource sharing at home and abroad. This paper studies and analyzes the problems and causes of information resource sharing in public security departments, and puts forward some countermeasures and suggestions for optimizing the information resources sharing of public security departments by combining theory with practice.
