【摘要】： 監(jiān)督是伴隨著人類社會的產(chǎn)生和發(fā)展而出現(xiàn)的社會現(xiàn)象,并隨著國家的形成、發(fā)展,逐漸成為一種管理形式和制度。公安機(jī)關(guān)作為武裝性質(zhì)的國家治安行政力量和刑事司法力量,所處地位重要、享有公共權(quán)力諸多。為防止公安機(jī)關(guān)所掌握的公共權(quán)力被濫用,促使公權(quán)有效服務(wù)于社會公平正義及穩(wěn)定和諧建設(shè),必須加強(qiáng)對公安機(jī)關(guān)和公安民警行使權(quán)力的有力監(jiān)督。警務(wù)督察作為監(jiān)督和檢查公安機(jī)關(guān)及其人民警察依法履行職責(zé)、行使職權(quán)和遵守紀(jì)律情況的專門力量,在加強(qiáng)公安工作和隊伍建設(shè)方面發(fā)揮著特殊作用、取得了顯著成績,已逐步成為公安隊伍不可或缺的內(nèi)部監(jiān)管體制。隨著構(gòu)建社會主義和諧社會重大理論成果的提出和日趨成熟,公安工作不斷面臨著一系列新情況和新問題,并在工作理念、體制機(jī)制、隊伍素質(zhì)、內(nèi)部管理、警民關(guān)系等方面顯現(xiàn)出一系列不和諧因素,警務(wù)督察工作也相應(yīng)地出現(xiàn)了一系列不適應(yīng)。 筆者認(rèn)為,為積極應(yīng)對督察工作中的不適應(yīng),引導(dǎo)警務(wù)督察進(jìn)一步促進(jìn)規(guī)范執(zhí)法、加強(qiáng)警民溝通、促進(jìn)社會和諧,必須牢固樹立“以人為本、和諧督察”的工作理念。只有堅持科學(xué)發(fā)展觀,準(zhǔn)確把握“以人為本”在警務(wù)督察工作中的深刻內(nèi)涵,即注重防范并強(qiáng)化“人權(quán)保障”,倡導(dǎo)服務(wù)并彰顯“人文關(guān)懷”,善于管理并巧用“行為科學(xué)”,引進(jìn)契約并加強(qiáng)“誠信建設(shè)”,重視公關(guān)并營造“人際和諧”;不斷發(fā)展其在警務(wù)督察工作中的具體運(yùn)用方式,從思想觀念、人員素質(zhì)、工作機(jī)制等多方面著力進(jìn)行探索創(chuàng)新,做到科學(xué)指導(dǎo)引領(lǐng)“和諧督察”建設(shè),才能進(jìn)一步實現(xiàn)警務(wù)督察工作的全面、協(xié)調(diào)、可持續(xù)發(fā)展,服從并服務(wù)于和諧社會、和諧警營建設(shè)。
[Abstract]:Supervision is a social phenomenon that appears with the emergence and development of human society, and with the formation and development of the country, it gradually becomes a kind of management form and system. As an armed state security administrative force and criminal judicial power, public security organs are in an important position and enjoy many public powers. In order to prevent the abuse of the public power held by the public security organs, and to promote the public power to serve the social fairness, justice and the construction of stability and harmony, it is necessary to strengthen the effective supervision over the exercise of the power of the public security organs and the police. As a special force to supervise and inspect public security organs and their people's police to perform their duties, exercise their functions and powers, and observe discipline, police inspectors have played a special role in strengthening public security work and building the contingent, and have made remarkable achievements. It has gradually become an indispensable internal supervision system for the public security force. With the development and maturity of the major theoretical achievements in building a harmonious socialist society, the public security work is constantly facing a series of new situations and problems, and in the work concept, system and mechanism, the quality of the team, internal management, There are a series of disharmonious factors in the relationship between the police and the people, and a series of inadaptability to the work of police inspectors. The author thinks that in order to deal with the maladjustment in the supervision work, guide the police inspector to further promote the standard law enforcement, strengthen the communication between the police and the people, and promote the social harmony, we must firmly establish the work idea of "people-oriented and harmonious inspector". Only by adhering to the scientific concept of development, accurately grasping the profound connotation of "people-oriented" in the work of police inspectors, that is, paying attention to the prevention and strengthening of "human rights protection", advocating, serving and showing "humanistic concern", being good at managing and skillfully using "behavioral science", Introducing the contract and strengthening the "good faith construction", attaching importance to public relations and creating "interpersonal harmony", continuously developing its specific application mode in the work of police inspectors, and making efforts to explore and innovate from many aspects, such as ideology, personnel quality, working mechanism, etc. In order to achieve scientific guidance and lead the construction of "harmonious inspector", we can further realize the comprehensive, coordinated and sustainable development of the work of police inspector, serve and serve the harmonious society, and build a harmonious police camp.
