【摘要】：通過三十多年的改革開放,我國經(jīng)濟社會有了較快發(fā)展。當前我國正處于特殊的轉型期,社會結構調(diào)整和轉型觸及到不同群體的利益,當部分群體的利益無法得到滿足的時候就會產(chǎn)生社會矛盾沖突。隨著社會的不斷進步,不同群體之間的沖突和矛盾引起的社會問題也越來越多。過去以政府為單一管理主體的社會管理格局已不適應時代發(fā)展的要求,由此,政府提出了構建“黨委領導、政府負責、社會協(xié)同、公眾參與、法治保障”五位一體的社會治理格局。作為政府的重要組成部分的公安機關,如何在社會治理中做好角色扮演則顯得尤為重要。近年來,我國從中央到地方都對公安機關的工作提出了更高的要求,然而地方公安機關在社會治理角色扮演中仍然存在著社會治理職能不清、治理手段落后、治理方式單一的問題。為此,就有必要加大對地方公安機關社會治理角色研究,逐步探索出適應本地區(qū)發(fā)展的模式和思路。本文以揚州公安機關為研究對象,依據(jù)相關管理學理論,結合揚州實際民生和社會情況,借鑒國外警方社會治理先進模式,提出有針對性的建議與意見。本文擬解決的重點難點是在依法治國框架下,明確公安機關社會治理角色定位,在借鑒國外警方社會治理良好經(jīng)驗基礎上,找出揚州市公安機關社會治理角色扮演中的不足與差距,由此對其強化權利規(guī)制、規(guī)范信息化建設應用及規(guī)范社區(qū)防范工作提出建議對策,希望對揚州當?shù)毓矙C關社會治理角色扮演起到完善的作用,并為其他地區(qū)公安機關的社會治理角色扮演提供一些有借鑒意義的幫助。
[Abstract]:Through more than 30 years of reform and opening up, China's economic and social development has been relatively rapid. At present, our country is in a special transition period, the adjustment and transformation of social structure touches on the interests of different groups, when the interests of some groups can not be satisfied, there will be social contradictions and conflicts. With the development of society, the conflicts and contradictions between different groups cause more and more social problems. In the past, the pattern of social management with the government as the single main body of management was no longer able to meet the requirements of the development of the times. As a result, the government proposed the construction of "the leadership of the Party committee, the responsibility of the government, social coordination, and public participation." The rule of law guarantees the "five-in-one social governance pattern." As an important part of the government, how to play a good role in social governance is particularly important. In recent years, China has put forward higher requirements for the work of the public security organs from the central to the local level. However, the local public security organs still have unclear social governance functions and backward governance methods in the role of social governance. The single problem of governance. Therefore, it is necessary to increase the research on the role of local public security organs in social governance, and gradually explore the mode and train of thought to adapt to the development of local public security organs. This article takes Yangzhou public security organ as the research object, according to the related management theory, unifies the Yangzhou actual people's livelihood and the social situation, draws lessons from the foreign police social administration advanced pattern, puts forward the pertinence suggestion and the opinion. The key and difficult points to be solved in this paper are to define the role of public security organs in social governance under the framework of governing the country according to law, and on the basis of drawing lessons from the good experience of foreign police in social governance. To find out the deficiency and gap in the role of social governance of public security organs in Yangzhou City, and to put forward some suggestions for strengthening the regulation of rights, standardizing the application of information construction and standardizing the work of community prevention. It is hoped that the role of social governance of local public security organs in Yangzhou will play a perfect role and provide some useful help for the role of public security organs in other regions.
