【摘要】：改革開放以來,中國城市化的進(jìn)程不斷加快,人口流動日益活躍,流動人口的規(guī)模不斷壯大。流動人口的涌入在給城市發(fā)展帶來巨大力量的同時,也給城市管理和城市發(fā)展帶來了嚴(yán)峻的挑戰(zhàn)。加強(qiáng)城市流動人口的管理有利于保障城市流動人口的合法權(quán)益,提高城市適應(yīng)性,促進(jìn)流動人口有序市民化。內(nèi)蒙古作為邊疆少數(shù)民族地區(qū),城市少數(shù)民族流動人口的管理也有利于增強(qiáng)民族互動,增進(jìn)民族友誼,維護(hù)社會穩(wěn)定,實(shí)現(xiàn)內(nèi)蒙古自治區(qū)各民族的共同繁榮發(fā)展。本文以內(nèi)蒙古自治區(qū)為例,通過運(yùn)用新公共服務(wù)理論、社會融合理論和協(xié)同治理理論,主要以全國第六次人口普查數(shù)據(jù)為基礎(chǔ),分析當(dāng)前內(nèi)蒙古地區(qū)流動人口的狀況及政府各部門在提供管理與服務(wù)時取得的成效,深入了解內(nèi)蒙古政府各部門在流動人口管理與服務(wù)實(shí)踐中存在的具體問題,從中國傳統(tǒng)的戶籍制度、管理部門自身和流動人口三方面分析造成這些問題出現(xiàn)的內(nèi)在原因。并立足本土特色,借鑒和吸取美國和日本,北京市和中山市在流動人口管理工作中的有益經(jīng)驗(yàn),試圖從管理理念、保障制度、管理機(jī)制和互嵌式社區(qū)建設(shè)等四方面來提出改進(jìn)內(nèi)蒙古地區(qū)流動人口管理的可行性措施。
[Abstract]:Since the reform and opening up, the process of urbanization in China has been accelerating, the population flow is becoming more and more active, and the scale of the floating population is growing. The influx of floating population not only brings great power to urban development, but also brings severe challenges to urban management and urban development. Strengthening the management of urban floating population is beneficial to protect the legal rights and interests of urban floating population, improve the adaptability of the city, and promote the orderly urbanization of the floating population. As a borderland minority area, the management of urban minority floating population in Inner Mongolia is also conducive to enhancing national interaction, enhancing national friendship, maintaining social stability, and realizing the common prosperity and development of all nationalities in Inner Mongolia Autonomous region. This paper takes Inner Mongolia Autonomous region as an example, through the application of new public service theory, social integration theory and cooperative governance theory, mainly based on the data of the sixth national census. This paper analyzes the current situation of the floating population in Inner Mongolia and the achievements made by various government departments in providing management and services, and deeply understands the concrete problems existing in the management and service practice of the floating population in various departments of the Inner Mongolia government. This paper analyzes the internal causes of these problems from the three aspects of Chinese traditional household registration system, the management department itself and the floating population. And based on the local characteristics, draw lessons from the United States, Japan, Beijing and Zhongshan City in the management of floating population experience, trying to manage from the concept of management, security system, The paper puts forward the feasible measures to improve the management of floating population in Inner Mongolia from four aspects: management mechanism and interlocking community construction.
