【摘要】： 我國正處在從初步小康向全面小康社會過渡、從生存型社會向發(fā)展型社會轉(zhuǎn)變的關(guān)鍵時(shí)期,“多中心”共同治理社會成為我國構(gòu)建服務(wù)型政府的必然要求,在理念上必須轉(zhuǎn)變?yōu)椤靶≌⒋笊鐣?堅(jiān)持黨委領(lǐng)導(dǎo)、政府負(fù)責(zé)、社會協(xié)同、公眾參與的治理方式。而就我國公安服務(wù)事業(yè)而言,也絕不可以單獨(dú)依靠公安機(jī)關(guān)、市場或第三部門,這樣必然會導(dǎo)致“公安失靈”、“市場失靈”、“志愿失靈”的后果。無論是公安機(jī)關(guān)的行政機(jī)制、市場的競爭機(jī)制還是第三部門的自治機(jī)制,三種機(jī)制架構(gòu)其實(shí)規(guī)設(shè)了公安服務(wù)供給中三方有所分工、相互協(xié)調(diào)的伙伴關(guān)系,因此我們必須重視公安機(jī)關(guān)、市場、第三部門三者之間的分工合作,力求通過三種機(jī)制的共同努力,積極參與和協(xié)同合作,實(shí)現(xiàn)服務(wù)供給的高效率和高質(zhì)量,從而加快推進(jìn)社會主義公共服務(wù)體制建立。
[Abstract]:Our country is in the transition from the preliminary well-off society to the overall well-off society, and from the survival society to the developmental society. The "multi-center" governance of the society has become the inevitable requirement for the construction of a service-oriented government in our country. The concept must be transformed into "small government, big society", adhere to the leadership of party committees, government responsibility, social cooperation, public participation in governance. As far as the public security service in our country is concerned, we can never rely solely on the public security organs, the market or the third department, which will inevitably lead to the consequences of "public security failure", "market failure" and "voluntary failure". Whether it is the administrative mechanism of the public security organs, the competition mechanism of the market or the autonomous mechanism of the third sector, the three mechanisms actually set up a partnership between the three parties in the supply of public security services, which is divided and coordinated. Therefore, we must attach importance to the division of work and cooperation among the public security organs, the market, and the third sector, and strive to achieve high efficiency and high quality of service supply through the joint efforts of the three mechanisms and their active participation and cooperation. Thus speeding up the establishment of socialist public service system.
