【摘要】：社區(qū)矯正是一種利用社區(qū)資源實(shí)現(xiàn)對罪犯進(jìn)行教育改造的刑罰執(zhí)行制度創(chuàng)新,其目標(biāo)是降低刑罰執(zhí)行成本、減少社會矛盾激化、維護(hù)社會和諧穩(wěn)定。在社區(qū)矯正實(shí)踐中,對社區(qū)矯正人員或社區(qū)服刑人員的監(jiān)管、教育和幫扶,離不開政府、社會和市場三種力量的相互支持、相互補(bǔ)充。如何吸引社會力量和市場主體的參與,政府購買社區(qū)矯正服務(wù)提供了一種有效的嘗試。通過政府購買社區(qū)矯正服務(wù),把社會力量和市場主體吸納到社區(qū)矯正治理體系中來,可以形成政府主導(dǎo)、社會參與和市場供給的協(xié)同創(chuàng)新路徑。
[Abstract]:Community correction is an innovation of penalty execution system which utilizes community resources to realize the education and reform of criminals. Its goal is to reduce the cost of penalty execution, reduce the intensification of social contradictions, and maintain social harmony and stability. In the practice of community correction, the supervision, education and support of community correction personnel or community prisoners can not be separated from the mutual support and complement of government, society and market forces. How to attract the participation of social forces and market subjects, the government purchase community correction services to provide an effective attempt. Through the government purchasing community correction services and absorbing social forces and market subjects into the community correction governance system, we can form a coordinated innovation path of government leading, social participation and market supply.
