【摘要】：社會經(jīng)濟的發(fā)展不斷推動著消防事業(yè)的發(fā)展，對消防安全管理能力和消防應(yīng)急水平提出了更高的要求，建立先進和完善的消防體制，是促進消防事業(yè)向前發(fā)展的根本保障。 當(dāng)前我國實行的是現(xiàn)役消防體制，公安現(xiàn)役部隊作為火災(zāi)防控的主要力量，具體承擔(dān)著消防監(jiān)督檢查、消防行政許可、火災(zāi)撲救、搶險救援、火災(zāi)調(diào)查等各項職能任務(wù)，特別是在完成各種急、難、險、重滅火救援任務(wù)過程中，發(fā)揚了服從命令、聽從指揮、敢打硬仗、不怕流血犧牲的優(yōu)良部隊作風(fēng)，成為防滅火工作的主力軍，為保護國家財產(chǎn)和人民群眾生命財產(chǎn)安全做出了突出的貢獻，在一定的歷史時期發(fā)揮了重要的作用。但是，隨著經(jīng)濟發(fā)展和社會進步，“大消防”時代已逐步到來，中國的消防體制將面臨著前所未有的機遇和挑戰(zhàn)，面對新形勢和新任務(wù)，現(xiàn)行體制的一些薄弱環(huán)節(jié)逐漸顯現(xiàn)。因此，對消防體制進行改革和完善是大勢所趨。 本文根據(jù)當(dāng)前我國消防工作發(fā)展新形勢的需要，剖析了當(dāng)前消防體制建設(shè)存在的弊端，通過借鑒國際先進經(jīng)驗，綜合國內(nèi)理論文章，，結(jié)合當(dāng)前消防工作實際，對如何推進消防行政體制改革，從而推動消防部隊步入職業(yè)化、專業(yè)化發(fā)展道路進行了深入的分析和探討，提出了改革的主要方向和主要內(nèi)容。論文提出的改革思路對促進我國消防體制與國際接軌，加快消防職業(yè)化進程，提高消防監(jiān)督執(zhí)法效能和滅火救援能力具有理論借鑒意義。
[Abstract]:The development of social economy is pushing forward the development of fire protection, which puts forward higher requirements for the ability of fire safety management and the level of fire emergency. The establishment of advanced and perfect fire control system is the fundamental guarantee to promote the development of fire protection. At present, our country is implementing an active fire control system. As the main force of fire prevention and control, the active public security units are specifically entrusted with various functions such as fire control supervision and inspection, fire administrative permission, fire fighting and rescue, emergency rescue, fire investigation, and so on. In particular, in the course of completing all kinds of urgent, difficult, dangerous, and heavy fire fighting and rescue missions, we have carried forward the fine style of work of the army, which obeys orders, dares to fight hard battles, and is not afraid of bloodshed and sacrifice, and has become the main force in the work of fire prevention and extinguishing. It has made outstanding contributions to the protection of national property and the safety of people's life and property, and has played an important role in a certain historical period. However, with the economic development and social progress, the era of "big fire fighting" has gradually arrived, and China's fire protection system will face unprecedented opportunities and challenges. In the face of the new situation and new tasks, some weak links of the current system gradually appear. Therefore, it is the trend of the times to reform and perfect the fire protection system. According to the needs of the development of fire control work in our country, this paper analyzes the disadvantages of the current fire control system construction, through drawing lessons from the international advanced experience, synthesizing the domestic theoretical articles, combining the current fire fighting work reality, This paper analyzes and probes into how to promote the reform of fire control administrative system, thus to push the fire fighting troops into professionalization and professional development, and puts forward the main direction and contents of the reform. The reform ideas put forward in this paper have theoretical significance for promoting the international integration of fire control system in our country, speeding up the process of fire prevention professionalization, and improving the efficiency of fire supervision and law enforcement and the ability of fire fighting and rescue.
