【摘要】： 流動(dòng)人口,是指離開(kāi)常住戶籍所在地、跨越一定的行政轄區(qū),在異地滯留,暫時(shí)不返回的人員。具體分為以務(wù)工、經(jīng)商為特征的社會(huì)就業(yè)型流動(dòng)人口；以探親、旅游、度假為特征的社會(huì)交往型流動(dòng)人口；以開(kāi)會(huì)、出差、商貿(mào)活動(dòng)為特征的社會(huì)公務(wù)型流動(dòng)人口；也包括以流動(dòng)為掩護(hù)手段、以實(shí)施犯罪和逃避打擊為目的的流竄犯罪人口。人口的流動(dòng)使得城市獲得了大量廉價(jià)勞動(dòng)力,為當(dāng)?shù)亟?jīng)濟(jì)發(fā)展起到了一定的積極作用,但另一方面,人口流動(dòng)也給城市的市政管理、交通運(yùn)輸、社會(huì)就業(yè)、市容衛(wèi)生和環(huán)境造成了巨大壓力,流動(dòng)人口的違法犯罪活動(dòng)的日漸猖獗也是影響社會(huì)治安也是不爭(zhēng)的事實(shí)。流動(dòng)人口犯罪率高、惡性程度大、危害嚴(yán)重,擴(kuò)區(qū)域流竄等,給公安機(jī)關(guān)偵查破案帶來(lái)了極大的困難。如何加強(qiáng)流動(dòng)人口管理,積極預(yù)防其違法犯罪已經(jīng)是一個(gè)亟待解決的問(wèn)題。 流動(dòng)人口犯罪在現(xiàn)階段主要表現(xiàn)為以下幾個(gè)特點(diǎn)：一是類型集中化,主要是集中在侵財(cái)型犯罪和侵害人身權(quán)的犯罪；二是動(dòng)機(jī)單一化,大多是為了滿足自己貪婪和低級(jí)的需要而實(shí)施的犯罪；三是表現(xiàn)出低齡化的趨勢(shì),在流動(dòng)人口犯罪中,青少年占有很大的比重；四是表現(xiàn)為犯罪規(guī)模團(tuán)伙化,由于流動(dòng)人口之間存在血緣、地緣等關(guān)系,使得他們?cè)诜缸飼r(shí)容易形成有組織的集團(tuán)犯罪。 流動(dòng)人口犯罪的主要原因是社會(huì)因素和個(gè)人因素綜合導(dǎo)致的結(jié)果,具體來(lái)說(shuō),主要是由于社會(huì)制度和政策等相關(guān)規(guī)定的不合理因素、文化價(jià)值觀的沖突以及流動(dòng)人口自身素質(zhì)和意識(shí)等原因造成的。針對(duì)這些原因,應(yīng)該從緩和社會(huì)矛盾、完善相關(guān)制度和政策、改善管理、轉(zhuǎn)變觀念和加強(qiáng)對(duì)流動(dòng)人口的培訓(xùn)和教育等方面著手解決�？刂坪皖A(yù)防流動(dòng)人口犯罪對(duì)于搞好社會(huì)環(huán)境、維護(hù)社會(huì)秩序、促進(jìn)社會(huì)和諧有著巨大的意義。
[Abstract]:Floating population refers to those who leave the permanent residence area, cross a certain administrative area, stay in a different place, and do not return temporarily. It can be divided into social employment floating population characterized by labor and business, social intercourse floating population characterized by visiting relatives, traveling and vacationing, social official floating population characterized by meeting, business and business activities. It also includes mobile criminals who use mobility as a cover for crime and evasion. Population mobility makes cities get a lot of cheap labor, which plays a positive role in the development of local economy. On the other hand, population mobility also gives urban administration, transportation and social employment. City appearance hygiene and environment have caused great pressure, and it is also an indisputable fact that the illegal and criminal activities of floating population are rampant day by day. The crime rate of floating population is high, the degree of malignancy is great, the harm is serious, and so on, which brings great difficulties to public security organs to investigate and solve cases. How to strengthen the management of floating population and actively prevent its illegal crime has become a problem to be solved. At the present stage, the crimes committed by the floating population are mainly characterized by the following characteristics: first, centralization of types, mainly concentrated in crimes of invading property and infringing upon personal rights; second, single motivation. Most crimes are committed in order to meet their own greed and low-level needs. Third, they show a trend of younger age. In the floating population crime, young people account for a large proportion. Fourth, the crime is characterized by gang crime on a large scale. Because of the relationship between floating population, such as blood, geography and so on, it is easy for them to form organized group crime when they commit crimes. The main reason for floating population crime is the result of the combination of social and personal factors. Specifically, it is mainly due to unreasonable factors in the social system and policies and other relevant provisions. The conflict of cultural values and the floating population's own quality and consciousness. In view of these reasons, we should solve these problems from the aspects of easing social contradictions, perfecting relevant systems and policies, improving management, changing ideas and strengthening the training and education of floating population. It is of great significance to control and prevent the crime of floating population for improving social environment, maintaining social order and promoting social harmony.
