【摘要】： 深化行政管理體制改革是發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì)和發(fā)展社會(huì)主義民主政治的必然要求,也是政治體制改革的重要內(nèi)容。改革開放以來(lái),我國(guó)不斷推進(jìn)行政管理體制改革,加強(qiáng)政府自身建設(shè),取得了明顯成效,特別是黨的十六大以后,按照貫徹落實(shí)科學(xué)發(fā)展觀、構(gòu)建社會(huì)主義和諧社會(huì)、加強(qiáng)黨的執(zhí)政能力建設(shè)的要求,進(jìn)一步深化改革,推進(jìn)了體制創(chuàng)新和管理創(chuàng)新不斷加強(qiáng),但是面對(duì)新形式新任務(wù)還存在一些不相適應(yīng)的方面,仍然需要進(jìn)一步深化改革不斷完善。 隨著科技發(fā)展,時(shí)代進(jìn)步,交通在人們生活中的重要作用日益凸顯,但現(xiàn)有交通行政管理體制嚴(yán)重影響制約了交通事業(yè)的進(jìn)一步發(fā)展,交通行政管理體制亟需改革。本文通過對(duì)長(zhǎng)春市交通行政管理體制現(xiàn)狀進(jìn)行系統(tǒng)分析,借鑒國(guó)內(nèi)外改革先進(jìn)經(jīng)驗(yàn),提出完善長(zhǎng)春市交通行政管理體制的改革建議,為長(zhǎng)春市構(gòu)建權(quán)責(zé)一致、分工合理、決策科學(xué)、執(zhí)行順暢、監(jiān)督有力的交通行政管理新體制提供參考。
[Abstract]:Deepening the reform of administrative system is the inevitable requirement of developing socialist market economy and developing socialist democratic politics, and it is also an important content of political system reform. Since the reform and opening to the outside world, our country has continuously promoted the reform of the administrative system and strengthened the government's own construction. In particular, after the 16th National Congress of the Communist Party of China, in accordance with the implementation of the concept of scientific development and the construction of a harmonious socialist society, The requirements of strengthening the Party's ruling capacity building, further deepening the reform, and pushing forward the continuous strengthening of the system and management innovation, but facing the new form and new tasks, there are still some aspects that are not suitable for each other. We still need to further deepen the reform and constantly improve it. With the development of science and technology and the progress of the times, traffic plays an increasingly important role in people's daily life. However, the existing traffic administration system seriously restricts the further development of transportation, and the traffic administration system needs to be reformed. Based on the systematic analysis of the current situation of traffic administration system in Changchun, and drawing on the advanced experience of reform at home and abroad, this paper puts forward some suggestions for the reform of traffic administration system in Changchun, so as to establish a consistent power and responsibility and a reasonable division of labor for Changchun. Decision-making science, smooth execution, supervision of the new system of traffic administration to provide reference.
