【摘要】： 近年來(lái),我國(guó)經(jīng)濟(jì)結(jié)構(gòu)與社會(huì)結(jié)構(gòu)發(fā)生了深刻的變化。市場(chǎng)經(jīng)濟(jì)的轉(zhuǎn)型,社會(huì)利益格局的調(diào)整,使得社會(huì)矛盾和社會(huì)問(wèn)題不斷增多,群體性事件呈上升趨勢(shì),成為影響構(gòu)建社會(huì)主義和諧社會(huì)的突出問(wèn)題,也成為各級(jí)黨政機(jī)關(guān)亟需研究和解決的一個(gè)重要課題。 目前我國(guó)有關(guān)群體性事件的研究,其研究對(duì)象多為群體性事件的行動(dòng)者,而對(duì)于群體性事件中另一個(gè)非常重要的主體——政府,卻少有分析與研究。本文認(rèn)為,政府行為,尤其是地方政府行為,對(duì)于群體性事件的發(fā)生、發(fā)展、激化與平息都有著密不可分的聯(lián)系。那么,地方政府在群體性事件的過(guò)程中會(huì)采取哪些行為?哪些因素影響著地方政府的行為?這些因素又是如何影響地方政府行為的?地方政府行為又是如何與群體性事件中抗議者的行為進(jìn)行互動(dòng)?本文將對(duì)這些問(wèn)題進(jìn)行初步的探討。 本文的篇章結(jié)構(gòu)如下:在緒論部分,主要介紹研究的意義、群體性事件的基本特點(diǎn)、政治過(guò)程方法論以及國(guó)內(nèi)外的研究現(xiàn)狀。第二章是總論,從理論的角度提出影響地方政府行為的三個(gè)變量:利益相關(guān)性、行政壓力和抗議策略。這三個(gè)因素對(duì)于政府在群體性事件中的行為有著重要的影響。第三章、第四章和第五章分別分析和闡述這三個(gè)變量。第六章專門討論地方政府在群體性事件中的強(qiáng)制行為,提出強(qiáng)制行為的兩難悖論。結(jié)論部分在對(duì)前面內(nèi)容概括的基礎(chǔ)之上,提出解決政府行為悖論的初步建議。
[Abstract]:In recent years, China's economic structure and social structure has undergone profound changes. With the transformation of the market economy and the adjustment of the social interest pattern, the social contradictions and social problems are increasing, and the group events are on the rise, which has become a prominent problem affecting the construction of a harmonious socialist society. Also become the party and government organs at all levels urgent to study and solve an important subject. At present, the research on group events in our country is mostly focused on the actors of group events, but there is little analysis and research on the government, another very important subject in group events. This paper holds that government behavior, especially local government behavior, is inextricably related to the occurrence, development, aggravation and appeasement of mass events. So, what actions will local governments take in the process of mass incidents? What factors affect the behavior of local governments? How do these factors affect the behavior of local governments? How do local governments interact with the actions of protesters in mass incidents? This article will carry on the preliminary discussion to these questions. The text structure of this paper is as follows: in the introduction part, it mainly introduces the significance of the research, the basic characteristics of group events, the methodology of political process and the current research situation at home and abroad. The second chapter is an overview, from the theoretical point of view, three variables affecting the behavior of local governments: interest correlation, administrative pressure and protest strategy. These three factors have an important influence on the behavior of the government in mass incidents. The third chapter, the fourth chapter and the fifth chapter separately analyzes and elaborates these three variables. The sixth chapter is devoted to discuss the compulsory behavior of the local government in the mass event, and put forward the dilemma of the compulsive act. On the basis of summarizing the above contents, the conclusion puts forward some preliminary suggestions to solve the paradox of government behavior.
