【摘要】:自黨的十七大以來,中國共產(chǎn)黨相繼提出了一系列文化強國建設(shè)的重大戰(zhàn)略決策。高等院校作為文化思想傳承創(chuàng)新的基地和人才培養(yǎng)的搖籃,理應(yīng)擔(dān)負起建設(shè)文化強國的歷史使命。同時,“立德樹人”根本任務(wù)的提出也為高校文化育人工作指明了方向,提出了更高要求。作為高等院校的重要組成部分,公安院校也應(yīng)結(jié)合自身特色,堅持正確的政治方向,將“立德”作為樹人的根基,切實做好公安院校育人工作,促進公安大學(xué)生的健康成長和全面發(fā)展,為社會主義文化大發(fā)展大繁榮提供人才保障。當(dāng)前,在公安隊伍正規(guī)化、職業(yè)化建設(shè)背景下,我國公安教育在一定程度上存在著與公安工作和隊伍建設(shè)實際相脫節(jié),還不能完全適應(yīng)社會治安形勢變化和警務(wù)實戰(zhàn)需要,滿足公安工作和公安隊伍發(fā)展要求的問題,這些問題的存在給公安院校文化育人工作帶來新的考驗,提出新的要求。在當(dāng)前形勢背景下,從主流上看,當(dāng)代公安大學(xué)生的思想和行為是積極向上的,但是,也不同程度地暴露出與警察職業(yè)要求不相適應(yīng)的思想現(xiàn)狀,這種思想現(xiàn)狀將直接影響公安大學(xué)生的健康發(fā)展,影響未來公安隊伍的整體素質(zhì)。鑒于此,本文以“文化——教育”作為分析和探究視角,將警察文化與公安院校人才培育聯(lián)系起來進行細致研究與探索,采取文獻研究、歷史分析、比較研究、調(diào)查訪問等研究方法,在充分了解和掌握當(dāng)前公安院校文化育人現(xiàn)狀的基礎(chǔ)上,理論聯(lián)系實際,以現(xiàn)實問題為導(dǎo)向,深入探討在公安院校的特定環(huán)境下,警察文化育人的理論和實踐問題,試圖找出能夠提高我國公安院校文化育人工作實效性的具體策略和方法,為公安大學(xué)生健康成長和全面發(fā)展?fàn)I造良好的校園文化環(huán)境和氛圍。為了確保研究成果的理論性和可操作性,本文將對與研究主旨相關(guān)的文化、警察文化、文化育人以及警察文化育人等相關(guān)概念進行梳理廓清,同時將警察文化與公安院校校園文化進行辨析,全面考察警察文化的特征、結(jié)構(gòu)、育人功能以及警察文化在公安院校文化育人中的具體作用,通過對上述問題的深度闡釋作為本文研究論證的邏輯起點。在此基礎(chǔ)上,將警察文化育人置于廣闊的理論空間,從中國傳統(tǒng)文化、中國共產(chǎn)黨的科學(xué)理論以及思想政治教育學(xué)科三個方面為警察文化育人探尋思想來源、理論基石和學(xué)科依據(jù)。在堅持邏輯與歷史相統(tǒng)一的研究方法下,理論聯(lián)系實際,從當(dāng)前形勢背景出發(fā),選擇一些有代表性的公安本科院校,對公安大學(xué)生思想現(xiàn)狀和公安院校文化育人工作現(xiàn)狀進行抽樣調(diào)查,在掌握大量第一手?jǐn)?shù)據(jù)資料的基礎(chǔ)上,深入探討公安院校文化育人工作存在的客觀矛盾和影響因素,為下一步提出問題的解決策略提供現(xiàn)實依據(jù)。最后,落實到具體問題的解決策略上,即如何切實加強警察文化在公安院校的育人工作。本文首先從宏觀層面提出公安院校警察文化育人的目標(biāo),應(yīng)把握的原則和遵循的規(guī)律,對此作出應(yīng)然性分析,以提高警察文化在公安院校育人的科學(xué)性和有效性。在對公安院校警察文化育人宏觀框架的設(shè)定下,詳細論述警察文化在公安院校育人的內(nèi)容構(gòu)建和載體運行,以期從微觀層面具體指明警察文化在公安院校育人的具體策略和路徑。
[Abstract]:Since the Seventeenth National Congress of the Communist Party of China, the Communist Party of China has put forward a series of major strategic decisions on the construction of cultural powers. As the base for cultural and ideological innovation and the cradle of talent cultivation, colleges and universities should take on the historical mission of building a cultural power. At the same time, the basic task of "Lide tree people" is also for the education of colleges and universities to educate people. As an important part of the colleges and universities, the public security colleges and universities should combine their own characteristics, adhere to the correct political direction, take "Lide" as the foundation of the tree, do a good job in the education of Public Security Colleges and universities, promote the healthy growth and comprehensive development of the public security university students, and make a great socialist culture. At present, under the background of the formal and professional construction of the public security team, the public security education in China is disconnected from the public security work and the construction of the team to a certain extent. It can not fully adapt to the change of the public security situation and the need of the actual police combat, and meet the requirements of the public security work and the development of the public security team. The problem, the existence of these problems brings new tests to the cultural education of public security institutions and puts forward new requirements. Under the current situation, the ideology and behavior of the contemporary public security college students are positive, but they are also exposed to the status quo of the thought that is not compatible with the professional requirements of the police. It will directly affect the healthy development of public security college students and influence the overall quality of the future public security team. In view of this, this paper, taking "culture education" as an analysis and inquiry perspective, makes a detailed study and exploration of police culture and personnel training in public security institutions, and takes literature research, historical analysis, comparative study, investigation visit and so on. The research method, on the basis of fully understanding and mastering the current situation of cultural education in public security colleges and universities, linking theory with practice and taking practical problems as the guidance, probes into the theoretical and practical problems of police culture educating under the specific environment of Public Security Colleges and universities, and tries to find out the concrete results that can improve the effectiveness of cultural education in the public security institutions of our country. Strategies and methods to create a good campus cultural environment and atmosphere for the healthy growth and overall development of the public security college students. In order to ensure the theoretical and operational performance of the research results, this article will clarify the related concepts related to the research theme, police culture, cultural education and police culture and nurture people and other related concepts, at the same time, the police will be the police. The culture and the campus culture of Public Security Colleges and universities are analyzed and analyzed. The characteristics of police culture, the structure, the educational function and the specific role of the police culture in the cultural education of the public security colleges and universities are thoroughly investigated. By the deep interpretation of the above problems, the author puts the police culture in a broad theory on this basis. Space, from the three aspects of Chinese traditional culture, the scientific theory of the Communist Party of China and the subject of Ideological and political education, explore the source of thought, the cornerstone and the basis of the discipline for the police culture educating people. Under the research method of insisting on the unification of logic and history, the theory is connected with the reality and selects some representative public from the background of the current situation. An Benke colleges and universities, the present situation of Public Security College Students' Ideological Status and the status of cultural education in public security colleges and universities are sampled and investigated. On the basis of a large number of first-hand data, the objective contradictions and influencing factors in the cultural education work in public security colleges and universities are deeply discussed, and the practical basis for the next step is to provide the practical basis for the solution of the problems. On the solution strategy of specific problems, that is how to strengthen the education of police culture in public security colleges and universities. This paper first proposes the objectives of police culture educating in public security colleges and universities from the macro level, the principles and rules to be followed, so as to improve the scientific nature of police culture in public security colleges and universities. On the basis of the macro framework of police culture education in public security institutions, this paper expounds the construction and carrier operation of police culture in the public security colleges and universities, with a view to concretely indicate the specific strategies and paths of police culture in the public security colleges and universities from the micro level.
