【摘要】：正中日甲午戰(zhàn)爭之后,隨著西方列強對中國殖民統(tǒng)治的加強,在租借地域內(nèi)逐漸出現(xiàn)了現(xiàn)代意義的警察制度,用以保障轄區(qū)內(nèi)的秩序和治安。在沙俄租借的旅大地區(qū),建設(shè)中的達里尼市(今大連市舊稱)1900年就成立了警察局。通過研究從俄羅斯征集回來的檔案資料,我們了解到,沙俄租借旅大之初,根據(jù)《東清鐵路公司章程》和沙皇的最高命令,
