【摘要】：自2012年以來,“大數(shù)據(jù)” 一詞如浪潮般出現(xiàn)在公眾的視野中,隨后便迅速擴散至社會的各個行業(yè),就像互聯(lián)網(wǎng)的發(fā)明一樣。大數(shù)據(jù)的出現(xiàn),給世界帶來了巨大的變化,將人們對計算機科學(xué)的應(yīng)用提升到了一個新高度。2014年由習(xí)近平為組長的中央網(wǎng)絡(luò)安全和信息化領(lǐng)導(dǎo)小組的成立,標志著我國對信息化的重視程度進一步加強,大數(shù)據(jù)技術(shù)的發(fā)展和應(yīng)用越來越多被各類民生統(tǒng)計工作中所運用。因此,在大數(shù)據(jù)背景下,分析江西省司法戒毒信息化的發(fā)展現(xiàn)狀,探索數(shù)據(jù)驅(qū)動的司法戒毒警務(wù)決策,具有很強的實際意義。本文在對大數(shù)據(jù)的概念和特征進行系統(tǒng)全面的,深入分析的基礎(chǔ)之上,運用案例分析、文獻分析等方法,以江西司法戒毒信息化建設(shè)為研究對象,分析大數(shù)據(jù)時代,通過江西司法戒毒信息化建設(shè)現(xiàn)有的問題進行成因分析,針對性提出符合江西司法戒毒工作實際的對策。本文主要內(nèi)容一共有六章:第一章為緒論,介紹本文的寫作背景、研究的意義、大數(shù)據(jù)在國內(nèi)外相關(guān)領(lǐng)域研究的狀況;第二章為相關(guān)理論,含闡述大數(shù)據(jù)對司法戒毒機關(guān)信息化建設(shè)的可行性與必要性。第三章介紹大數(shù)據(jù)背景下江西司法戒毒信息化建設(shè)的現(xiàn)狀和所遇到的問題,并針對問題進行了成因分析。從部門間壁壘未打破、數(shù)據(jù)質(zhì)量有待提高、數(shù)據(jù)數(shù)量有待完善、專業(yè)人才與技術(shù)儲備短缺、缺乏法律保障等五個方面進行了深入剖析司法戒毒信息化發(fā)展應(yīng)用過程中不適應(yīng)大數(shù)據(jù)發(fā)展的要求。深入分析了在大數(shù)據(jù)時代,司法戒毒信息化建設(shè)中所出現(xiàn)的問題原因。第四章是國內(nèi)外大數(shù)據(jù)信息化建設(shè)先進地區(qū)的經(jīng)驗啟示。列舉了國外和國內(nèi)的安徽亳州、貴州貴陽的先進經(jīng)驗和做法。第五章是司法戒毒信息化建設(shè)的對策,從司法戒毒信息化建設(shè)的基礎(chǔ)在觀念更新,關(guān)鍵在數(shù)據(jù)整合,核心在專業(yè)人才隊伍的建設(shè)和技術(shù)的引入,重點在“云”平臺的搭建,保障在數(shù)據(jù)的開放等五大方面來闡述。第六章是大數(shù)據(jù)背景下江西司法戒毒信息化建設(shè)研究的結(jié)論和對未來的展望。本文的寫作目的是通過詳細的分析研究,對在大數(shù)據(jù)的背景下江西司法戒毒信息化建設(shè)的對策研究,試圖探索一條在大數(shù)據(jù)時代下,適合江西司法戒毒信息化建設(shè)的可持續(xù)發(fā)展道路,對江西司法戒毒信息化建設(shè)起到參考意義。
[Abstract]:Since 2012, the word "big data" has surfaced in the public eye and spread rapidly to all sectors of society, like the invention of the Internet.The emergence of big data has brought tremendous changes to the world, lifting people's application of computer science to a new height. The establishment of the Central Network Security and Informatization leadership Group headed by big data in 2014,The development and application of big data technology are more and more used in the statistical work of people's livelihood.Therefore, under the background of big data, it is of great practical significance to analyze the current situation of the development of judicial detoxification informatization in Jiangxi Province, and to explore the data-driven decision-making of judicial detoxification policing.On the basis of systematic and thorough analysis of big data's concept and characteristics, this paper, by using the methods of case analysis and literature analysis, takes Jiangxi judicial detoxification information construction as the research object and analyzes the age of big data.Through the analysis of the existing problems in the construction of judicial detoxification informatization in Jiangxi Province, the author puts forward some countermeasures in line with the actual situation of judicial detoxification in Jiangxi Province.The main contents of this paper are as follows: the first chapter is the introduction, which introduces the writing background, the significance of the research, the research status of big data in the related fields at home and abroad, the second chapter is the related theory,Including elaborated big data to the judicial detoxification organ informationization construction feasibility and the necessity.The third chapter introduces the current situation and problems of judicial detoxification informatization construction in Jiangxi under the background of big data, and analyzes the causes of the problems.The interdepartmental barriers have not been broken, the quality of data needs to be improved, the quantity of data needs to be improved, and there is a shortage of professionals and technical reserves.Lack of legal protection and other five aspects of in-depth analysis of the application of judicial detoxification information development process does not meet the requirements of big data's development.This paper analyzes the causes of the problems in the construction of judicial detoxification informatization in big data's time.The fourth chapter is the experience and enlightenment of big data's information construction at home and abroad.The advanced experiences and practices of Bozhou and Guiyang in Anhui province are listed.The fifth chapter is the countermeasures of information construction of judicial detoxification. The foundation of information construction of judicial detoxification is the renewal of concept, the key is data integration, the core is the construction of professional talents and the introduction of technology, and the emphasis is on the construction of "cloud" platform.Security in the open data and other five aspects to elaborate.The sixth chapter is the conclusion of Jiangxi judicial detoxification information construction under the background of big data and prospects for the future.The purpose of this paper is to study the countermeasures of Jiangxi's judicial detoxification informatization construction under the background of big data through detailed analysis and research, and try to explore a new one in the era of big data.The sustainable development road suitable for Jiangxi judicial detoxification informatization construction is of reference significance to Jiangxi judicial detoxification informatization construction.
