【摘要】：晉升制度作為一種有效的激勵手段,在提高組織成員工作積極性的同時,也無形中為組織的工作效率做出了很大的貢獻。因此,晉升制度的重要性是絕對不能忽視的,并且是應該予以高度重視的。對于警察組織而言亦是如此。一套完善的警察組織晉升制度,不僅可以提高警員的經(jīng)濟、政治待遇,增加警員的工作積極性,同時也使得警察組織的工作可以井然有序地開展,這樣才能更加有效地維護社會的安定,保護人民的合法權(quán)益。但在現(xiàn)實生活中,警察組織的晉升制度卻存在著諸多問題,職位結(jié)構(gòu)的不合理、晉升標準的不完善等等,無疑都使得晉升制度無法發(fā)揮出其本身應有的作用,從而導致警員工作應付差事,警察組織一團混亂,社會的不安定因素也隨著增加。這一系列的問題都在警示我們,警察組織晉升制度的改革勢在必行,并且刻不容緩。針對問題以對癥下藥,尋求解決之道。經(jīng)過對晉升制度的深層次探析,首先就是要對不合理的職位結(jié)構(gòu)予以調(diào)整,明確區(qū)分職位類型并且結(jié)合職位特點制定相應的晉升標準;其次要制定多元化的晉升途徑,使得優(yōu)秀的警員都有機會尋求進步;再次,應該增加對晉升警員的適用性考核制度,確保警員與職位的對應性;最后,應該充分地確保整個晉升過程的公平公正性。理清警察晉升制度的問題并且將問題予以有效地解決,充分發(fā)揮警察晉升制度的激勵作用,保障警員的合法權(quán)益,也從側(cè)面保障了社會的安定有序和人民的生命、財產(chǎn)安全。
[Abstract]:The promotion system as an effective incentive means in improving the members work enthusiasm, but also virtually for the efficiency of the organization has made a great contribution. Therefore, the importance of the promotion system is absolutely can not be ignored, and should be paid attention to. The police organization is also a case. To improve the organization of police promotion system, not only can improve the police's economic, political treatment, increase the working enthusiasm of police officers, but also makes the organization of police work in order to carry out, so as to effectively maintain social stability, protect the legitimate rights and interests of the people. But in real life, but the promotion system of police organization there are a lot of problems, job structure unreasonable, the promotion of standards is not perfect and so on, which undoubtedly promotion system can not play its due role to guide itself. Police work to cope with the job, the police organization chaos, social unrest is increasing. This series of questions are warning us that the reform of the police organization promotion system is imperative and urgent. In order to solve the problem with an antidote against the disease, seek solutions. Through in-depth analysis of the promotion system, the first is to make adjustments on the job structure unreasonable, a clear distinction between the types of jobs and combined with job characteristics and formulate corresponding promotion standards; secondly to develop diversified ways of promotion, so that the best officers have the opportunity to seek progress; thirdly, should increase the applicability of the evaluation system of promotion officers, police officers and ensure the corresponding position; finally that should be fully ensure fairness of the promotion process. To clarify the police promotion system problems and issues to be solved effectively, give full play to the police The incentive function of the promotion system ensures the legitimate rights and interests of the police, and also guarantees the stability and order of the society and the life of the people and the safety of the property.
