【摘要】：本文首次應(yīng)用項(xiàng)目管理方法對消防監(jiān)督執(zhí)法成本進(jìn)行全面分析。運(yùn)用關(guān)鍵路徑法CPM時(shí)間管理技術(shù),在WBS基礎(chǔ)上全面詳細(xì)分析消防監(jiān)督執(zhí)法中消防安全檢查、建筑審核與驗(yàn)收、火災(zāi)事故調(diào)查等各個(gè)子項(xiàng)目的時(shí)間與成本。同時(shí),基于消防監(jiān)督執(zhí)法各子項(xiàng)目年度數(shù)據(jù)統(tǒng)計(jì)分析,將獨(dú)立執(zhí)法單位的年度執(zhí)法作為一個(gè)項(xiàng)目,應(yīng)用項(xiàng)目管理方法進(jìn)行時(shí)間和成本分析,將消防監(jiān)督執(zhí)法成本按照顯性成本和隱性成本進(jìn)行了分類,并探討了消防監(jiān)督執(zhí)法工作投入和效益分析,找出了監(jiān)督執(zhí)法過程中容易造成成本浪費(fèi)的癥結(jié)。此外,本文還從項(xiàng)目管理角度,分析了我國消防監(jiān)督執(zhí)法過程中在組織結(jié)構(gòu)確立、管理方式和理念、執(zhí)法效率與執(zhí)法績效評(píng)估方面存在成本浪費(fèi)的原因,提出了樹立正確執(zhí)法成本理念、確定合理的監(jiān)督執(zhí)法組織機(jī)構(gòu)、應(yīng)用項(xiàng)目管理方法計(jì)劃和控制執(zhí)法成本、約束執(zhí)法行為、提高執(zhí)法效率以及營造監(jiān)督機(jī)構(gòu)良好內(nèi)部環(huán)境等節(jié)約消防監(jiān)督執(zhí)法成本的方法。
[Abstract]:This paper, for the first time, applies project management method to analyze the cost of fire control supervision and law enforcement. Using the key path method (CPM) time management technology, on the basis of WBS, the paper makes a comprehensive and detailed analysis of fire safety inspection, building audit and acceptance in the process of fire control supervision and law enforcement. Time and cost of each sub-project, such as fire accident investigation. At the same time, based on the statistical analysis of the annual data of each sub-project of fire protection supervision and enforcement, the annual law enforcement of independent law enforcement units is regarded as a project. This paper analyzes the time and cost of the project management method, classifies the law enforcement cost of fire control according to the explicit cost and the hidden cost, and probes into the input and benefit analysis of the fire control supervision and law enforcement work. In addition, from the point of view of project management, this paper analyzes the establishment of organizational structure, management methods and concepts in the process of fire supervision and law enforcement in China. The reasons of cost waste in the efficiency of law enforcement and performance evaluation of law enforcement are put forward. It puts forward the idea of correct cost of law enforcement, the establishment of reasonable supervision and enforcement organization, the application of project management method to plan and control the cost of law enforcement, and the restriction of law enforcement behavior. To improve the efficiency of law enforcement and to create a good internal environment of supervision agencies to save the cost of fire supervision law enforcement.
