【摘要】：社會(huì)經(jīng)濟(jì)的飛速發(fā)展與科技水平的日益提升下,社會(huì)矛盾愈加突出,犯罪手段也越來(lái)越高明。傳統(tǒng)公安管理模式,主要以人力防范、事后處理為主,但這個(gè)傳統(tǒng)管理模式現(xiàn)在已經(jīng)不適應(yīng)新形勢(shì)下的社會(huì)治安管理工作,在一定程度上制約了公安工作的順利開展,也極大地影響了社會(huì)治安管理水平的進(jìn)一步提升及公安治安管理模式的創(chuàng)新。某種意義上來(lái)說(shuō),視頻監(jiān)控設(shè)施設(shè)備發(fā)明、運(yùn)用后,加之犯罪方式的多樣性、犯罪問(wèn)題的復(fù)雜性、警力資源的有限性等因素的作用,促使視頻監(jiān)控設(shè)施設(shè)備應(yīng)用到社會(huì)治安管理工作中。當(dāng)視頻監(jiān)控的作用愈來(lái)愈被人們所重視,視頻監(jiān)控的使用幅度不斷擴(kuò)大,相應(yīng)地,也催生了社會(huì)治安視頻監(jiān)控系統(tǒng)。在這個(gè)背景下,社會(huì)治安視頻監(jiān)控系統(tǒng)所具有的能夠形象、直接、真實(shí)地反映被監(jiān)控對(duì)象的特點(diǎn),已經(jīng)成為現(xiàn)代社會(huì)治安管理下,用來(lái)監(jiān)測(cè)、控制犯罪行為的重要技術(shù)手段之一。越來(lái)越多的國(guó)家認(rèn)識(shí)到了社會(huì)治安視頻監(jiān)控的重要性,并將之作為國(guó)家治安管理的重要策略之一。中國(guó)也不例外,在意識(shí)到視頻監(jiān)控的重要作用后,及時(shí)將其用于社會(huì)治安管理之中,并相應(yīng)建立了適合中國(guó)現(xiàn)實(shí)情況的社會(huì)治安視頻監(jiān)控體系。公安機(jī)關(guān)在這方面的運(yùn)用最為廣泛,尤其是當(dāng)刑事案件發(fā)生后,公安機(jī)關(guān)可以通過(guò)視頻監(jiān)控系統(tǒng),第一時(shí)間調(diào)取相關(guān)圖像資料,尋找并獲取重要犯罪線索,用以追蹤犯罪軌跡,查證犯罪事實(shí),更快速地鎖定犯罪嫌疑人。本文力圖對(duì)社會(huì)治安視頻監(jiān)控使用現(xiàn)狀及存在問(wèn)題進(jìn)行分析,找出問(wèn)題存在原因,通過(guò)調(diào)查研究、查閱資料等方式,探索社會(huì)治安視頻監(jiān)控?zé)o縫連接及其管理的可行性措施,以提高社會(huì)治安防控水平和公安破案工作效率。社會(huì)治安視頻監(jiān)控的無(wú)縫連接建設(shè)及其管理是本文的研究中心。筆者從“中國(guó)治安視頻監(jiān)控的發(fā)展、管理狀況與存在問(wèn)題,國(guó)外治安視頻監(jiān)控領(lǐng)域的現(xiàn)狀與經(jīng)驗(yàn),中國(guó)社會(huì)治安視頻監(jiān)控?zé)o縫連接建設(shè)與管理的可行性分析,中國(guó)社會(huì)治安視頻監(jiān)控?zé)o縫連接建設(shè)及其管理建議”四大方面展開研究,立足于中國(guó)社會(huì)實(shí)際,結(jié)合筆者所在城市社會(huì)治安視頻監(jiān)控發(fā)展情況及公安工作實(shí)際情況,并與國(guó)外視頻監(jiān)控技術(shù)、體系建設(shè)進(jìn)行對(duì)比,建議通過(guò)“完善社會(huì)治安視頻監(jiān)控?zé)o縫連接建設(shè)及其管理體系、提高社會(huì)治安視頻監(jiān)控?zé)o縫連接建設(shè)及管理水平、建設(shè)社會(huì)治安視頻監(jiān)控?zé)o縫連接資源共享平臺(tái)、提高人臉識(shí)別技術(shù)與圖像處理技術(shù)、加強(qiáng)社會(huì)治安視頻監(jiān)控?zé)o縫連接信息安全建設(shè)及解決無(wú)縫連接建設(shè)過(guò)程中的視頻監(jiān)控盲區(qū)問(wèn)題”這六大點(diǎn),加快實(shí)現(xiàn)中國(guó)社會(huì)治安視頻監(jiān)控的無(wú)縫連接建設(shè)及其管理進(jìn)程,促進(jìn)其向高清化、智能化、網(wǎng)絡(luò)化、實(shí)戰(zhàn)性方向發(fā)展。實(shí)現(xiàn)社會(huì)治安視頻監(jiān)控?zé)o縫連接及其管理,意義重大。社會(huì)治安視頻監(jiān)控?zé)o縫連接及其管理,可以促進(jìn)各級(jí)公安機(jī)關(guān)和其它相關(guān)部門、社會(huì)各界的通力合作,通過(guò)圖像瀏覽、調(diào)取方式,快速掌握有價(jià)值的線索和證據(jù),更直觀、更迅速了解和掌握監(jiān)控區(qū)域的社會(huì)動(dòng)態(tài)、治安動(dòng)態(tài),為“事前控制、事中打擊、事后倒查”提供有力支撐和保證,提高政府和公安機(jī)關(guān)的治安管理能力與服務(wù)效能,為建設(shè)和諧、幸福、平安社會(huì)奠定基礎(chǔ)。社會(huì)治安視頻監(jiān)控?zé)o縫連接及其管理,使視頻監(jiān)控成為繼刑偵、技偵、網(wǎng)偵之后的第四大重要破案手段。社會(huì)治安視頻監(jiān)控的無(wú)縫連接,能夠有效整合資源,在全面規(guī)范建設(shè)社會(huì)治安防控與管理體系的過(guò)程中,確保不留空白,構(gòu)建起一個(gè)人防、物防與技防相結(jié)合的立體化安防體系;還可以多維度、全方位地綜合分析海量數(shù)據(jù)資料,獲取破案重要線索,提高系統(tǒng)互聯(lián)、信息互通和資源共享程度,增強(qiáng)主動(dòng)預(yù)防和打擊犯罪能力。
[Abstract]:The increasing social and economic development and the level of science and technology, social contradictions become more prominent, the means of crime is more and more sophisticated.
