【摘要】：當前,在全面深化公安改革的背景下,探討央地公安事權(quán)劃分具有緊迫性與必要性�？茖W合理的公安事權(quán)關(guān)系有利于調(diào)動中央與地方的"兩個積極性",是提高公安機關(guān)履職能力的必要舉措。要以厘清央地公安事權(quán)內(nèi)容為重點,從公安事權(quán)法定化、機構(gòu)設置科學化、事權(quán)財權(quán)統(tǒng)一化等路徑推進,實現(xiàn)央地公安事權(quán)劃分的重構(gòu)。
[Abstract]:At present, under the background of comprehensively deepening the reform of public security, It is urgent and necessary to discuss the division of public security affairs power in central and local areas. A scientific and reasonable relationship between public security affairs and power is beneficial to mobilize the "two positives" of central and local authorities, and is a necessary measure to improve the ability of public security organs to perform their duties. The content of the power of public security affairs in central and local areas is the focus. In order to realize the reconstruction of the division of the power of public security affairs in the central and local areas, the way of legalization of the power of public security affairs, the scientific setting of the organization, the unification of the power of affairs and finance and so on are promoted.
