【摘要】：當前我國正處于經濟體制轉型、社會結構變遷的關鍵時期,治安秩序在現(xiàn)代性本身和轉型所帶來的雙重風險下顯現(xiàn)出復雜性、動態(tài)性和信息化等特征,秩序維護面臨前所未有的復雜局面。如果說治安秩序結構研究是治安學基礎理論的原始基點,那么治安秩序便由治安主體、治安實體和治安規(guī)范三部分組成,三者之間相互影響、相互制衡形成了治安秩序。建構現(xiàn)代治安秩序的過程就是按照國家治理理論嬗變產生符合現(xiàn)代治安特征的結構要素,并形成動態(tài)平衡的治安秩序的過程。同時,治安秩序作為其他社會秩序運行的保障,其演進發(fā)展也是國家治理效能和社會關系協(xié)調與否的重要表征。
[Abstract]:At present our country is in the economic system transformation, the social structure vicissitude the key period, the public security order under the modernity itself and the transformation brings the dual risk under displays the complexity, the dynamics and the informationization and so on characteristic. The maintenance of order is facing an unprecedented and complex situation. If the study of the structure of public order is the original basis of the basic theory of public order, then the order of public order consists of three parts: the subject of public order, the entity of public security and the standard of public security. The process of constructing modern public security order is to produce structural elements that accord with the characteristics of modern public security according to the evolution of national governance theory. At the same time, as the guarantee of the operation of other social order, the evolution and development of the public security order is also an important symbol of the effectiveness of national governance and the coordination of social relations.
