【摘要】： 現(xiàn)代社會(huì)是一個(gè)流動(dòng)性極強(qiáng)的社會(huì)。伴隨工業(yè)化和城市化進(jìn)程的加快以及市場(chǎng)經(jīng)濟(jì)的迅速發(fā)展,越來越多的人潮從鄉(xiāng)村涌向城市,謀求發(fā)展良機(jī)。鄭州這座正在快速發(fā)展的中部城市,由于得天獨(dú)厚的地理位置和便利快捷的交通設(shè)施以及繁榮的商業(yè)貿(mào)易,愈發(fā)受到外來流動(dòng)人口的青睞。越來越多的外來人口涌入鄭州就業(yè)或創(chuàng)業(yè)。流動(dòng)人口的迅速增長(zhǎng)一方面豐富了城市的文化和社會(huì)生活,同時(shí),也使城市管理變得更加復(fù)雜、多樣和困難。 城市管理是城市工作的一個(gè)重要組成部分,城市管理水平高低是城市文明高低的一個(gè)主要方面和基本表現(xiàn)。城市管理是相對(duì)穩(wěn)定的工作和工作機(jī)制,流動(dòng)人口的居住、計(jì)劃生育、治安、工作、子女入學(xué)教育增加了城市管理的工作量和工作難度。少數(shù)民族流動(dòng)人口屬于流動(dòng)人口的一部分,少數(shù)民族流動(dòng)人口更因?yàn)樯矸莸奶厥狻L(fēng)俗習(xí)慣、語(yǔ)言、民族習(xí)性等又增加了城市管理的特殊性。少數(shù)民族流動(dòng)人口在融入城市的過程中遇到的問題和困難逐漸引起政府的重視,而如何加強(qiáng)對(duì)外來少數(shù)民族流動(dòng)人口的管理,使其在社會(huì)生活方面全面融入城市,正成為城市民族工作新的熱點(diǎn)和難點(diǎn)問題之一。 本文從人口統(tǒng)計(jì)、文化風(fēng)俗、職業(yè)構(gòu)成和居住區(qū)域等四個(gè)方面介紹了鄭州市外來少數(shù)民族流動(dòng)人口的概況。然后,通過講述幾位少數(shù)民族流動(dòng)人員在鄭州的創(chuàng)業(yè)與生活故事的個(gè)案,分析外來少數(shù)民族流動(dòng)人口的生存發(fā)展現(xiàn)狀。結(jié)合鄭州市流動(dòng)人口管理工作的普遍性,指出外來少數(shù)民族流動(dòng)人口管理工作的特殊性。最后,針對(duì)管理工作存在的不足,提出完善鄭州市外來少數(shù)民族流動(dòng)人口管理工作的建議：一是深化對(duì)少數(shù)民族流動(dòng)人口管理工作的認(rèn)識(shí)；二是加強(qiáng)流動(dòng)人口管理工作法制建設(shè)；三是建立綜合性溝通、協(xié)調(diào)和管理機(jī)制；四是發(fā)揮民族工作部門的積極作用；五是行業(yè)和企業(yè)輔助管理。
[Abstract]:Modern society is a highly mobile society. With the acceleration of industrialization and urbanization and the rapid development of market economy, more and more people flock from the countryside to the city. Seeking opportunities for development. Zhengzhou, a rapidly developing central city, is blessed with its unique geographical location and convenient transportation facilities, as well as prosperous business and trade, More and more migrants are flocking to Zhengzhou for employment or starting a business. The rapid growth of the floating population not only enriches the cultural and social life of the city, but also makes urban management more complicated. Diversity and difficulty. Urban management is an important part of urban work, and the level of urban management is a major aspect and basic performance of urban civilization. Urban management is a relatively stable work and working mechanism, the residence of floating population. Family planning, public security, work, and children's schooling have increased the workload and difficulty of urban management. The floating population of ethnic minorities is a part of the floating population, and the floating population of ethnic minorities is even more so because of their special status and customs. The problems and difficulties encountered by the minority floating population in the process of integrating into the city have gradually aroused the attention of the government, and how to strengthen the management of the floating population of foreign ethnic minorities, It is becoming one of the new hot and difficult problems to integrate it into the city in the aspect of social life. This paper introduces the general situation of floating population of foreign minorities in Zhengzhou from four aspects: population statistics, culture and custom, occupation composition and living area. Then, This paper analyzes the survival and development status of the floating population of foreign ethnic minorities by telling the case of several minority migrant personnel in Zhengzhou, combining with the universality of floating population management in Zhengzhou. The particularity of the management of the floating population of foreign minorities is pointed out. Finally, the shortcomings of the management work are pointed out. Suggestions for improving the management of floating population of foreign minorities in Zhengzhou are put forward: first, to deepen the understanding of the management of the floating population of ethnic minorities; second, to strengthen the construction of the legal system for the management of the floating population; and third, to establish comprehensive communication, Coordination and management mechanism; fourth, give play to the active role of the national work department; fifth, industry and enterprise support management.
