【摘要】:隨著社會(huì)經(jīng)濟(jì)的發(fā)展,原本僅存在于大型城市的交通擁堵問(wèn)題,由于機(jī)動(dòng)車(chē)保有量的急劇增長(zhǎng),越來(lái)越多的中小城市也產(chǎn)生了各類(lèi)交通擁堵問(wèn)題。而由于中小城市本身的交通規(guī)劃較為落后、交通設(shè)施十分缺乏,導(dǎo)致我國(guó)中小城市的交通擁堵問(wèn)題十分嚴(yán)峻,急需發(fā)掘適合的治理模式。本文基于此種背景對(duì)以寧?h為例的中小城市交通擁堵治理對(duì)策進(jìn)行了研究。本文第一部分以國(guó)內(nèi)外城市交通擁堵治理方法開(kāi)篇,分析了國(guó)內(nèi)外對(duì)于交通擁堵問(wèn)題研究的思路和方法,從增加道路供給、交通需求管理、管理方法科學(xué)化、靈活運(yùn)用公共政策等方面闡述現(xiàn)狀研究成果,并指出現(xiàn)狀研究的不足和發(fā)展方向。文章第二部分對(duì)寧?h交通現(xiàn)狀的調(diào)查和分析,提煉出寧?h的道路網(wǎng)絡(luò)、交通運(yùn)行狀態(tài)、靜態(tài)交通、公共交通、交通管理等方面存在的問(wèn)題和矛盾,并結(jié)合寧?h相關(guān)城市經(jīng)濟(jì)基礎(chǔ)數(shù)據(jù)和城市交通相關(guān)規(guī)劃,預(yù)測(cè)未來(lái)寧?h交通出行特征、機(jī)動(dòng)車(chē)保有量以及客流特征。文章第三部分在第二部分的基礎(chǔ)上,通過(guò)寧?h現(xiàn)狀交通情況的分析和了解,剖析出寧?h現(xiàn)狀交通擁堵成因;并借鑒國(guó)內(nèi)外典型城市交通擁堵治理經(jīng)驗(yàn),提出適用于寧?h交通擁堵治理的五條經(jīng)驗(yàn)。文章第四部分構(gòu)建寧?h交通治理對(duì)策體系,建立面向可持續(xù)發(fā)展的寧?h交通治理對(duì)策系統(tǒng),從道路網(wǎng)絡(luò)優(yōu)化、公共交通優(yōu)化、停車(chē)優(yōu)化、交通管理優(yōu)化、智能交通系統(tǒng)構(gòu)建等方面全面治理寧?h交通擁堵情況。
[Abstract]:With the development of social economy, the problem of traffic congestion that existed only in large cities, because of the rapid increase in the number of motor vehicles, More and more small and medium-sized cities also have all kinds of traffic congestion problems. However, due to the relatively backward traffic planning and the lack of traffic facilities in small and medium-sized cities, the traffic congestion problem in small and medium-sized cities in China is very serious. Based on this background, this paper studies the countermeasures of traffic congestion control in small and medium-sized cities, taking Ninghai County as an example. The first part of this paper begins with the domestic and foreign urban traffic congestion management methods. This paper analyzes the ideas and methods of research on traffic congestion at home and abroad, and expounds the current research results from the aspects of increasing road supply, traffic demand management, scientific management methods, flexible use of public policies, and so on. The second part of the article investigates and analyzes the present traffic situation of Ninghai County, and abstracts the road network, traffic running state, static traffic and public transportation of Ninghai County. Problems and contradictions in traffic management, combined with the relevant urban economic basis data and urban traffic related planning in Ninghai County, to predict the characteristics of traffic travel in Ninghai County in the future. The third part of the article based on the second part, through the analysis and understanding of the current traffic situation in Ninghai County, analyze the causes of traffic congestion in Ninghai County; Based on the experience of traffic congestion management in typical cities at home and abroad, this paper puts forward five experiences for traffic congestion management in Ninghai County. Part 4th constructs the traffic control countermeasure system of Ninghai County. The traffic management countermeasure system of Ninghai county for sustainable development is established. The traffic congestion in Ninghai County is comprehensively controlled from the aspects of road network optimization, public traffic optimization, parking optimization, traffic management optimization and intelligent transportation system construction.
