【摘要】： 社會(huì)治安綜合治理是黨和國(guó)家歷來(lái)重視的一項(xiàng)重要工作,是企業(yè)內(nèi)部管理工作的一個(gè)重要組成部分,擔(dān)負(fù)著履行企業(yè)責(zé)任,發(fā)展經(jīng)濟(jì)生產(chǎn),維護(hù)內(nèi)部安全與治安秩序的重要使命。隨著電力企業(yè)改革不斷深化,企業(yè)內(nèi)部生產(chǎn)秩序、治安環(huán)境尤為復(fù)雜。 作為企業(yè)的安全保衛(wèi)部門(mén),時(shí)刻面臨著嚴(yán)峻考驗(yàn),更承擔(dān)著一份重要的安全保衛(wèi)責(zé)任。為創(chuàng)建平安環(huán)境,營(yíng)造和諧秩序,有效預(yù)防和打擊各類違法犯罪活動(dòng),必須進(jìn)行科學(xué)規(guī)范,提高隊(duì)伍整體素質(zhì)。因此,企業(yè)需要建立和實(shí)施有效實(shí)用的治安防范管理體系,積極為企業(yè)的生產(chǎn)發(fā)展提供更好的安全保障,從全方位加強(qiáng)和改善公司的治安防范建設(shè),提高整體管理水平。 本文結(jié)合當(dāng)前發(fā)電企業(yè)的實(shí)際形勢(shì)系統(tǒng)地闡述了社會(huì)治安綜合治理管理的相關(guān)理論與具體內(nèi)容,強(qiáng)調(diào)了治安管理綜合治理對(duì)企業(yè)發(fā)展的重要意義,進(jìn)一步明確了綜合治安防范的長(zhǎng)期重要性。針對(duì)近年來(lái)公司內(nèi)發(fā)生的相關(guān)治安實(shí)例和管控體制中存在的問(wèn)題,通過(guò)對(duì)內(nèi)部員工、外來(lái)施工隊(duì)伍及臨時(shí)工等實(shí)際情況分析,為使企業(yè)在平安穩(wěn)定、和諧有序的軌道上發(fā)展,更好地規(guī)范內(nèi)部治安秩序,建立起一套綜合治安管理體系十分必要。 文中通過(guò)內(nèi)部治安防范、車(chē)輛管理、消防安全及人員思想動(dòng)態(tài)等對(duì)鐵嶺發(fā)電公司綜合治理工作發(fā)現(xiàn)的問(wèn)題和暴露出的不足著重地進(jìn)行了剖析和梳理,同時(shí)為更好地完善內(nèi)部治安管理體制,創(chuàng)造和諧秩序與平安環(huán)境,把涉及治安、交通、消防法規(guī)以及績(jī)效管理等相關(guān)理論引入到治安綜合治理管理體系中來(lái)。為不斷強(qiáng)化治安防范管理舉措,拓寬創(chuàng)新管理渠道,延伸治安保衛(wèi)工作新領(lǐng)域,面對(duì)新形勢(shì),發(fā)現(xiàn)新問(wèn)題,探求新方法。確立了有利于企業(yè)長(zhǎng)遠(yuǎn)發(fā)展、平安、穩(wěn)定的管理目標(biāo)、指導(dǎo)方向,提出了加強(qiáng)治安防范綜合治理管理體系具體對(duì)策與措施。治安綜合治理管理體系的建立和完善將更持久有效地規(guī)避各類危害企業(yè)的治安隱患,對(duì)預(yù)防和打擊犯罪、維護(hù)內(nèi)部生產(chǎn)秩序,保持良好治安環(huán)境提供有力的安全保障。
[Abstract]:The comprehensive management of social security is an important task that the Party and the state have always attached importance to, and an important part of the internal management of enterprises, which shoulders the responsibility of fulfilling the responsibilities of enterprises and developing economic production. It is an important mission to maintain the internal security and public order. With the deepening of the reform of electric power enterprises, the internal production order of the enterprises and the public security environment are particularly complex. As the security department of the enterprise, it is facing the severe test at all times, and it is also shouldering an important responsibility of security protection. In order to create a safe environment, create a harmonious order, and effectively prevent and crack down on all kinds of illegal and criminal activities, Therefore, enterprises need to establish and implement an effective and practical security prevention and management system, and actively provide a better safety guarantee for the production and development of enterprises. Strengthen and improve the security of the company from all-round construction, improve the overall level of management. Combined with the actual situation of power generation enterprises at present, this paper systematically expounds the relevant theories and concrete contents of comprehensive management of public security, and emphasizes the importance of comprehensive management of public security to the development of enterprises. The long-term importance of comprehensive security prevention is further clarified. In view of the problems existing in the relevant security cases and control systems that have taken place in the company in recent years, through the analysis of the actual situation of internal employees, foreign construction teams and temporary workers, etc., In order to make the enterprise develop on the track of peace, stability, harmony and order, it is necessary to standardize the internal security order and establish a comprehensive public security management system. Through internal security prevention, vehicle management, fire safety and personnel thinking dynamics, the paper analyzes and combs the problems and problems exposed in the comprehensive management work of Tieling Power Company. At the same time, in order to better improve the internal security management system, create a harmonious order and a peaceful environment, involving public security and transportation, Relevant theories such as fire protection regulations and performance management are introduced into the comprehensive management system of public security. In order to continuously strengthen the security prevention and management measures, broaden the innovative management channels, extend the new field of public security protection work, and face the new situation, Finding new problems, exploring new methods, establishing management objectives and guiding directions conducive to the long-term development, safety and stability of enterprises, The concrete countermeasures and measures of strengthening the comprehensive management system of public security prevention and control are put forward. The establishment and perfection of the comprehensive management system of public security will effectively avoid the hidden dangers of public order of all kinds of harmful enterprises, and prevent and crack down on crime. Maintain internal production order, maintain a good security environment to provide effective security.
