【摘要】：中小學校園安全事件會造成比較大的社會影響,易引發(fā)社會恐慌情緒。傳統(tǒng)校園安全管理主要包括食品安全、消防安全、交通安全等方面。由于存在管理方式單調(diào)、內(nèi)容受局限,缺乏良好的面對、處理突發(fā)安全事件的能力,導致傳統(tǒng)校園安全管理已無法全面滿足現(xiàn)今社會對于校園安全管理的需求,所以如何完善中小學校園安全管理機制,加強中小學校園安全管理以適應全面深化改革的現(xiàn)今社會已成為了亟需解決的問題。本文通過深入調(diào)查、研究沈陽市中小學校園安全管理工作現(xiàn)狀,借助中小學校園安全管理的基本理論,梳理出沈陽市中小學校在校園安全管理主體、客體、內(nèi)容、手段、效果等方面存在的問題,并結(jié)合國內(nèi)外的相關(guān)文獻資料、訪談、政府公文等材料,通過全面分析,探尋出目前沈陽市中小學學校安全管理存在問題的成因及社會背景,并有針對性的提出了加大管理主體力度,加強心理健康的輔導,健全校園“大安全”工作體系,完善法律制度,豐富安全教育形式等適應當前中小學校園安全管理的對策,為健全完善我市校園安全管理理論體系并推動其進一步發(fā)展提供了前導性的理論探索,對全面建立完備我市校園安全管理體系和強化中小學校園安全管理工作起到重要的推動作用。
[Abstract]:Campus safety incidents in primary and secondary schools can cause relatively large social impact and can easily lead to social panic. Traditional campus safety management mainly includes food safety, fire safety, traffic safety and so on. Because of the monotonous management mode, the traditional campus safety management mainly includes food safety, fire safety, traffic safety and so on. The content is limited, the lack of good face, the ability to deal with unexpected security incidents, resulting in the traditional campus security management has been unable to fully meet the needs of the community for campus security management, so how to improve the security management mechanism of primary and secondary schools campus, It has become an urgent problem to strengthen the campus safety management in primary and secondary schools in order to adapt to the overall deepening of the reform. This paper studies the current situation of campus safety management in Shenyang through in-depth investigation. With the help of the basic theory of campus safety management in primary and secondary schools, the problems existing in the subject, object, content, means and effect of campus safety management in primary and secondary schools in Shenyang are sorted out, and combined with the relevant literature and materials at home and abroad, interviews are conducted. Government documents and other materials, through comprehensive analysis, to explore the existing problems in the safety management of primary and secondary schools in Shenyang and the social background, and pointed out to strengthen the management of the main body, strengthen psychological health counseling, Perfect the work system of "big safety" on campus, perfect the legal system, enrich the form of safety education and other countermeasures to adapt to the current campus safety management in primary and secondary schools, It provides a leading theoretical exploration for perfecting the theoretical system of campus safety management in our city and promoting its further development. It plays an important role in establishing a complete campus safety management system and strengthening the campus safety management in primary and secondary schools.
