新媒體背景下警察形象危機應對策略研究

【摘要】:良好的警察形象,對于增進公安機關(guān)內(nèi)部戰(zhàn)斗力和凝聚力、提高對外公信力和建設力、積極發(fā)揮好執(zhí)法部門的職權(quán)以及維護國家安定,構(gòu)建和諧穩(wěn)定的社會尤為重要。一直以來,公安機關(guān)作為政府的重要組成部門,為社會的安定團結(jié)和人民的幸福平安作出了巨大的貢獻。近年來,網(wǎng)絡和移動互聯(lián)技術(shù)突飛猛進的發(fā)展,信息的傳播途徑引起的訊息革命正在深化,新媒體時代應運而生。在此種技術(shù)革命的浪潮下,新媒體加大了涉警報道傳播的廣度和深度,對警察負面形象的報道存在某種程度的放大效應,其傳播速度更是傳統(tǒng)媒體不可同日而語,這就對警察形象產(chǎn)生了強力的沖擊,進而產(chǎn)生出種種新問題。本研究努力嘗試在新媒體背景下,通過案例分析和問卷調(diào)查的手段了解當前警察在樹立形象方面的情況,厘清公安民警與社會公眾對警察形象認知的異同,進而綜合考慮警察形象在新媒體背景下的潛在危機,著重從警察隊伍綜合素質(zhì)參差不齊、警察管理、保障機制不健全、社會問題、對新媒體認識不足以及新媒體對公眾認知的影響等方面分析引發(fā)警察形象危機的關(guān)鍵元素。最后,提出應對策略:一是加強公安民警自身綜合素質(zhì)提升。包括政治思想素質(zhì)、身體心理素質(zhì)、職業(yè)道德素質(zhì)、媒介素質(zhì)、民警執(zhí)法行為等方面;二是完善管理體制和保障機制。推進公安管理體制改革與創(chuàng)新,貫徹落實從優(yōu)待警政策,進一步完善監(jiān)督機制,加強對警察權(quán)的維護;三是加強公安機關(guān)新媒體建設。加強組織領(lǐng)導,強化保障服務,構(gòu)建"三微一端",打造公安新媒體品牌,強化規(guī)范管理,建立健全公關(guān)體系,提高信息質(zhì)量,做好輿情引導,加快融合發(fā)展,推進資源整合;四是加強警察正面形象的宣傳。加強宣傳、提高公眾法制意識,糾正公眾社會心態(tài)偏差,加強公安機關(guān)與新媒體合作。
[Abstract]:A good image of the police will enhance the internal combat effectiveness and cohesion of the public security organs, enhance the credibility and building power of the public security organs, give full play to the functions and powers of the law enforcement departments and safeguard the stability of the country. It is particularly important to build a harmonious and stable society. All along, as an important part of the government, the public security organs have made great contributions to the stability and unity of society and the happiness and peace of the people. In recent years, With the rapid development of network and mobile interconnection technology, the information revolution caused by the dissemination of information is deepening, and the era of new media has emerged. Under the tide of this kind of technological revolution, new media has increased the breadth and depth of communication involving warning channels. The report on the negative image of the police has a certain degree of amplification effect, and its speed of communication is not the same as that of the traditional media, which has a strong impact on the image of the police. This study tries to understand the image of the police in the context of new media by means of case analysis and questionnaire survey. To clarify the similarities and differences between the police and the public on the police image, and then to consider the potential crisis of the police image under the new media background, focusing on the uneven comprehensive quality of the police force, the police management and the imperfect security mechanism. Social problems, lack of understanding of the new media and the impact of the new media on public awareness and other aspects of the analysis of the police image crisis caused by the key elements. Finally, The countermeasures are as follows: first, enhance the comprehensive quality of the police, including political and ideological quality, physical and psychological quality, professional ethics quality, media quality, police law enforcement behavior and so on; Second, perfect the management system and guarantee mechanism, promote the reform and innovation of the public security management system, carry out the policy of preferential treatment to the police, further perfect the supervision mechanism, and strengthen the maintenance of the police power; Third, it is necessary to strengthen the construction of new media in public security organs, strengthen organizational leadership, strengthen security services, construct "three tiny ends", build new media brands in public security, strengthen standardized management, establish and improve the public relations system, improve the quality of information, and do a good job in guiding public opinion. The fourth is to strengthen the propaganda of the positive image of the police, to enhance the public awareness of the legal system, to correct the deviation of the public social mentality, and to strengthen the cooperation between the public security organs and the new media.
