【摘要】： 2003年是我國政府實施政務(wù)信息公開制度的標志年,也是公安機關(guān)重視與媒體關(guān)系的開始之年。長期以來,公安機關(guān)在與媒體的交往過程中始終處于強勢地位,但隨著近年來媒體的迅速發(fā)展使得公安機關(guān)越來越重視彼此之間的關(guān)系,這也是符合時代潮流的必然選擇。我國傳統(tǒng)社會的政治格局是強國家弱社會,作為國家重要暴力機關(guān)的公安機關(guān)并沒有把構(gòu)建與媒體良性互動的關(guān)系擺上工作日程,媒體在公安機關(guān)的領(lǐng)導者眼中依然是可以由公安機關(guān)擺布的對象,這種慣性思維模式使得兩者的關(guān)系一度處于緊張狀態(tài)。隨著社會的不斷發(fā)展,我國現(xiàn)今的媒體早已在數(shù)量和影響力上超越了從前,無數(shù)的事實提醒公安機關(guān)要重新審視與媒體的關(guān)系,要與媒體建立合作共贏、互惠互利的長效機制,這也是順應時代的明智舉措。 媒體的高速發(fā)展固然是我國政府重視媒體關(guān)系的一個重要緣由,進一步分析看來,其深層次原因是我國民主政治力量發(fā)展的直接推動。起始于20世紀90年代的社會主義市場經(jīng)濟體制改革是我國政治民主化發(fā)展的直接推動力量,黨的十六大把發(fā)展社會主義民主、健全社會主義法制、建設(shè)社會主義法治國家作為我國全面建設(shè)小康社會的重要目標。政治文明的高速發(fā)展必然改變我國強國家弱社會的傳統(tǒng)政治力量對比格局,媒體作為社會力量的重要組成部分,其輿論監(jiān)督、表達民意、民主參與等政治功能必然得到強化。雖然我國現(xiàn)在仍然處于社會主義初級階段,政治民主體制還不夠完善,公眾依然強烈的感受到了媒體在社會政治生活中不可替代的價值和功能。 一個對人民負責,希望贏得公眾良好口碑和信任的政府絕對不會忽視媒體的作用。公安機關(guān)作為政府重要的執(zhí)法部門,必然也要面對和處理與媒體的關(guān)系問題。由于公安機關(guān)具有不同于政府其他部門的特殊性,使公安機關(guān)與媒體的關(guān)系更具有現(xiàn)實性和緊迫性,主要原因在于: 首先,公安機關(guān)的工作需要借助媒體的力量了解輿情和引導輿論。公關(guān)機關(guān)的工作具有社會性和群眾參與性,其正面形象的宣傳和維護需要借助媒體的力量,這也是促使公安機關(guān)重視媒體監(jiān)督的直接原因。 其次,涉及公安機關(guān)的負面報道凸顯了爭取媒體理解和支持的緊迫性。公安機關(guān)的工作涉及千家萬戶的利益,公安機關(guān)的違法亂紀事件被媒體看做是有價值的新聞爭相報道,這給公安機關(guān)的形象和工作帶來極大困擾。沉痛的教訓使公安機關(guān)認識到,要善于運用與媒體溝通的技巧來化解自身形象危機事件。 再次,突發(fā)公共安全事件的增加使公安機關(guān)與媒體的關(guān)系更具張力。公安機關(guān)在處理突發(fā)公共安全事件的時候會習慣性的保持沉默,而媒體則急切的想要知道與事件有關(guān)的各種信息,這兩種張力會使公安機關(guān)在與媒體的互動過程中產(chǎn)生摩擦,如何找到信息公開與保密的平衡點顯得尤為重要。 本論文的寫作是在借鑒大量已有研究成果的基礎(chǔ)上完成的,其中不乏有自己新觀點。在當代中國的背景下,公安機關(guān)和媒體監(jiān)督之間究竟存在怎樣的內(nèi)在關(guān)系,是否有規(guī)律可循?公安機關(guān)是否可以充分利用這種規(guī)律,同樣建立起一個普遍存在的應對模式?本文將從普遍規(guī)律的探討入手,旨在為公安機關(guān)正確對待新聞媒體的監(jiān)督提出具有建設(shè)性、方向性、指導性的一般法則。全文主要分為六部分: 第一部分:導論;主要介紹論文的選題背景、研究意義、研究方法和創(chuàng)新之處。 第二部分:基本概念的界定與理論基礎(chǔ);主要對分析公安機關(guān)與媒體關(guān)系的有關(guān)理論給予介紹和說明,主要包括表達自由理論、言論自由理論、國家與社會關(guān)系理論和博弈理論。 第三部分,國外經(jīng)驗對我國公安機關(guān)的啟示;主要對英國和美國的警方與媒體的關(guān)系予以介紹,目的是為我國公安機關(guān)處理與媒體監(jiān)督的關(guān)系提供有效的學習和借鑒。 第四部分,我國公安機關(guān)與媒體監(jiān)督的關(guān)系現(xiàn)狀和成因;主要對造成現(xiàn)今公安機關(guān)與媒體關(guān)系的現(xiàn)狀作出具體分析。 第五部分,構(gòu)建公安機關(guān)與媒體監(jiān)督良性互動的長效機制;基于以上分析,對我國公安機關(guān)與媒體監(jiān)督關(guān)系的發(fā)展模式提出具體路徑和措施。 第六部分,參考文獻。
[Abstract]:In 2003 , the public security organs attach great importance to the relationship between the public security organs and the media in the years that the public security organs attach great importance to the media relations . But with the rapid development of the media in recent years , the public security organs are still in tension . With the development of the society , the media has gone beyond the previous and numerous facts . The media has already gone beyond the former and numerous facts in the eyes of the public security organs . The high - speed development of the media is one of the important reasons for our government to attach importance to the media relations . It is further analyzed that the deep reason is the direct impetus of the development of our country ' s democratic political power . The reform of the socialist market economy started in the 1990s is the direct driving force of the development of our country ' s political democratization . The high - speed development of political civilization inevitably changes the traditional political power of the weak society in our country . The media is still in the primary stage of socialism , and the political democracy is not perfect . The public feels strongly and deeply felt the irreplaceable value and function of the media in the social and political life . The public security organs , as the important law enforcement departments of the government , must also face and deal with the relations with the media . As the public security organs have the particularity different from the other departments of the government , the relations between the public security organs and the media are more realistic and urgent , mainly because : First of all , the work of public security organs needs to know the public opinion and guide public opinion by means of the power of the media . The work of the public relations organization has social and public participation , and the propaganda and maintenance of its positive image needs the power of the media , which also causes the public security organ to attach importance to the direct cause of the media supervision . Second , the negative coverage of public security organs highlights the urgency of seeking media understanding and support . The work of public security organs involves the interests of thousands of households , and the violations of the public security organs are reported by the media as valuable news stories , which has caused great trouble to the image and work of the public security organs . The lessons of suffering caused the public security organs to realize that they should be good at using the techniques of communication with the media to resolve their own image crisis events . Thirdly , the increase of public security incidents makes the relations between the public security organs and the media more tension . The public security organs are accustomed to the silence when dealing with sudden public security incidents , and the media are eager to know the various information about the incident , which will cause the public security organs to generate friction in the interaction process with the media , and how to find the balance point of information disclosure and confidentiality . The writing of this thesis is done on the basis of a lot of existing research results , and there is no one ' s new viewpoint . In the context of contemporary China , there is no inherent relationship between the public security organ and the media supervision , whether there is a rule to follow ? Whether the public security organ can make full use of the law , and also establish a common coping mode ? This paper will start with the discussion of the general rule , and aim at providing the general rule of constructive , directional and guiding principles for the public security organ to treat the news media correctly . The whole text is divided into six parts : Part I : Introduction ; mainly introduces the background , significance , research method and innovation of the thesis . The second part : the definition of basic concept and the theoretical basis , mainly introduces and explains the relevant theories of analyzing the relation between public security organs and media , including freedom theory , theory of expression , state and social relation theory and game theory . The third part , the enlightenment of the foreign experience to the public security organs of our country , mainly introduces the relations between the police and the media in the United Kingdom and the United States , and aims at providing effective learning and reference for the relations between the handling of the public security organs and the media supervision in our country . In the fourth part , the relationship between the public security organ and the media supervision is the current situation and the cause , and the present situation of the relationship between the public security organ and the media is analyzed . The fifth part is to construct the long - term mechanism of the benign interaction between the public security organs and the media . Based on the above analysis , the concrete ways and measures are put forward for the development mode of the relations between the public security organs and the media supervision . Part 6 , Ref .
