【摘要】：在犯罪率概念研究方面,國內(nèi)理論界少有成果發(fā)表;然而以犯罪率數(shù)據(jù)為基礎(chǔ)而公開發(fā)表的論文則數(shù)以千計。這種懸殊差距凸顯出社會科學界只是將犯罪率概念看作是理論建構(gòu)的基礎(chǔ),而忽視了概念界定方式不同而導致概念的結(jié)構(gòu)和功能迥異。犯罪率的概念是隨著時代的變化而不斷發(fā)展的。犯罪率在新的時代有新的內(nèi)涵與表現(xiàn)形式。從早期的人犯率、發(fā)案率,到晚近的受害率形式,這種表現(xiàn)形式的變化體現(xiàn)出國家和政府更關(guān)注人的安全,在制度建設(shè)的時候更注重以人為本。圍繞犯罪率的表現(xiàn)形式,揭示該概念對于犯罪測量的設(shè)計和安全評估所具有的方法論意義,有助于對社會安全狀況進行科學評價。
[Abstract]:In the concept of crime rate research, there are few results published in the domestic theoretical circle; However, thousands of papers have been published on the basis of crime rate data. This disparity highlights the fact that the social scientific community sees the concept of crime as the basis for theoretical construction. The concept of crime rate develops with the development of the times. The crime rate has new connotation and expression form in the new era. The rate of occurrence, to the recent form of victimization, shows that the state and the government pay more attention to human security, and pay more attention to people-oriented in the process of system building. It revolves around the form of crime rate. To reveal the methodological significance of the concept for the design and safety assessment of crime measurement is helpful to the scientific evaluation of social security.
