【摘要】： 我國正處于工業(yè)化和城市化加速階段,勞動力遷移的需求明顯,但當前我國戶籍制度是制約勞動力遷移的主要阻礙,想要加速城市化進程,就必須進行戶籍制度改革。我國中央國務院提出戶籍改革十幾年,地方政府不斷推出戶籍改革新政,但是目前戶籍改革還是未達到預期的目標。地方政府在戶籍改革中起著重要作用,是改革的主導者、執(zhí)行者和維護者,探索地方政府在戶籍改革中的動力模型對我國戶籍改革的深化具有重要現(xiàn)實意義。 戶籍改革的難點在于戶籍制度上附加的各種福利利益,涉及到教育、醫(yī)療住房、社會保障等基本的公共服務不平等,改革涉及部門多、統(tǒng)一難度大。本文綜合國內(nèi)外學者對戶籍制度的研究,分析戶籍改革的必要性,認為地方政府在戶籍改革中有重要作用,接著運用利益分析法從地方政府的角度分析戶籍改革的現(xiàn)狀,通過建立地方政府戶籍改革的動力機制模型來剖析戶籍改革進展緩慢的原因,指出戶籍改革的關鍵在于改革的動力機制存在缺陷,存在動力不足、壓力過大、阻力強大、推力過小的問題。然后,根據(jù)存在的問題,從地方政府的戶籍改革的源動力、壓力、阻力、推力四個方面對戶籍改革的動力機制予以重構(gòu),提出相關的配套措施,激活地方政府戶籍改革的動力,引導地方政府戶籍改革的方針和政策的走向。
[Abstract]:China is in the accelerating stage of industrialization and urbanization, and the demand for labor migration is obvious. However, at present, the household registration system is the main hindrance to the migration of labor force, so we want to accelerate the process of urbanization. The reform of the household registration system must be carried out. The State Council of the Central Committee of our country has proposed the household registration reform for more than 10 years, and local governments have constantly introduced a new policy for household registration reform. However, at present, the household registration reform has not reached the expected goal. Local governments play an important role in the household registration reform and are the leaders, executors and defenders of the reform. Exploring the dynamic model of local government in household registration reform has important practical significance for the deepening of household registration reform in China. The difficulty of the household registration reform lies in the various welfare benefits attached to the household registration system, which involve the inequality of basic public services such as education, medical housing, social security and so on. The reform involves many departments. It is difficult to unify. This article synthesizes the domestic and foreign scholars' research on the household registration system, analyzes the necessity of the household registration reform, and thinks that the local government plays an important role in the household registration reform. Then it analyzes the current situation of household registration reform from the angle of local government by using the method of interest analysis, and analyzes the reasons for the slow progress of household registration reform by establishing the dynamic mechanism model of the local government household registration reform. It is pointed out that the key of household registration reform lies in the defects of the dynamic mechanism of the reform, such as insufficient power, excessive pressure, strong resistance and too little thrust. Then, according to the existing problems, from the source power and pressure of the local government's household registration reform, Resistance, thrust four aspects to restructure the dynamic mechanism of household registration reform, put forward relevant supporting measures, activate the local government household registration reform, guide the direction of the local government household registration reform principles and policies.
