【摘要】： 上個世紀(jì)末以來,學(xué)習(xí)型組織理論在我國已較普遍地被認(rèn)同和推崇。21世紀(jì)是人類邁向?qū)W習(xí)型社會的時代,知識在這個時代成為第一位的發(fā)展要素。創(chuàng)建學(xué)習(xí)型組織進(jìn)而推動學(xué)習(xí)型社會的形成已成為中國未來社會發(fā)展的重要目標(biāo)與任務(wù)。公安機(jī)關(guān)作為政府的重要職能部門和刑事司法力量,承擔(dān)著維護(hù)社會穩(wěn)定、保一方平安的重任,在創(chuàng)建學(xué)習(xí)型社會中無疑發(fā)揮著排頭兵作用,基層公安機(jī)關(guān)不僅是各項公安任務(wù)的直接承擔(dān)者,而且是公安工作各項方針、政策的具體落實者。其職能作用發(fā)揮得好壞,對于整個公安工作的成敗具有十分重要的影響。近些年來,公安機(jī)關(guān)面臨的社會治安形勢變化與自身素質(zhì)不高跟不上這一發(fā)展變化的矛盾日益凸顯,基層公安機(jī)關(guān)人民警察面對繁重的公安工作,一方面感覺壓力過大,另一方面又感覺力不從心。所以,創(chuàng)建學(xué)習(xí)型基層公安機(jī)關(guān),既是歷史賦予公安機(jī)關(guān)的責(zé)任,又是新形勢下湘潭市基層公安機(jī)關(guān)和公安隊伍建設(shè)面臨的一項緊迫而又重要的新任務(wù)。如何利用現(xiàn)有條件,充分挖掘隊伍潛力,提高湘潭市公安隊伍素質(zhì),特別是其基層公安隊伍的戰(zhàn)斗力,已成為非常重要的研究課題。 本文以公共管理學(xué)、政治學(xué)、行政學(xué)、組織行為學(xué)等理論為指導(dǎo),借鑒西方和國內(nèi)關(guān)于學(xué)習(xí)型組織管理的理論,研究采用理論聯(lián)系實際、文獻(xiàn)收集整理、個案研究、定性分析、調(diào)查問卷等方法,提出湘潭市基層公安機(jī)關(guān)學(xué)習(xí)型組織建設(shè)是以公安民警終身教育、終身學(xué)習(xí)為基本理念,以不斷改善基層公安機(jī)關(guān)自身獲取、運用、創(chuàng)造知識的能力為目標(biāo),以科學(xué)的評價指標(biāo)為依據(jù),構(gòu)建完備的、長效的、終身的教育訓(xùn)練體系,營造濃厚的學(xué)習(xí)氛圍,使組織的綜合競爭力不斷增強,為新世紀(jì)公安工作的可持續(xù)發(fā)展提供強有力的智力支持和創(chuàng)新動力的基層公安機(jī)關(guān)。
[Abstract]:Since the end of 0th century, the theory of learning-type organization has been generally recognized and respected in our country. The 21st century is the era when human beings move towards a learning-oriented society. Knowledge has become the first element of development in this era. It has become an important goal and task for the future social development of China to establish a learning organization and to promote the formation of a learning society. The public security organ is an important function of the government. Sectoral and criminal justice forces, Undertaking the important task of maintaining social stability and safeguarding the peace of one side, and undoubtedly playing a leading role in the building of a learning society, the grassroots public security organs are not only the direct bearers of various public security tasks, but also the policies of public security work. The concrete implementation of the policy. The good or bad performance of its function has a very important impact on the success or failure of the whole public security work. In recent years, The contradiction between the changes in the social security situation faced by the public security organs and their low quality is becoming increasingly prominent. On the one hand, the people's police at the grass-roots public security organs feel too much pressure in the face of heavy public security work. On the other hand, I feel that I am unable to do what I can do. Therefore, to establish a learning-type grass-roots public security organ is a responsibility entrusted to the public security organ by history. It is also an urgent and important new task for the construction of basic public security organs and public security forces in Xiangtan City under the new situation. How to make full use of existing conditions, fully tap the potential of the contingent, and improve the quality of the public security forces in Xiangtan City, In particular, the combat effectiveness of its basic public security force has become a very important research topic. Under the guidance of the theories of public management, political science, administration, organizational behavior and so on, this paper draws lessons from western and domestic theories on the management of learning-oriented organizations, and adopts theories to combine theory with practice, literature collection and collation, and case studies. By qualitative analysis, questionnaire and other methods, it is pointed out that the construction of learning organization of public security organs at the grass-roots level in Xiangtan City is based on lifelong education and lifelong learning for police officers, in order to continuously improve the acquisition and application of the public security organs at the grass-roots level. The ability to create knowledge as the goal, based on scientific evaluation indicators, to build a complete, long-term, life-long education and training system, to create a strong learning atmosphere, so that the organization's comprehensive competitiveness is constantly enhanced. The grassroots public security organs provide strong intellectual support and innovative power for the sustainable development of public security work in the new century.
