【摘要】: 2009年修訂版《中華人民共和國(guó)消防法》明確規(guī)定,公安消防部隊(duì)“應(yīng)當(dāng)充分發(fā)揮火災(zāi)撲救和應(yīng)急救援專業(yè)力量的骨干作用;按照國(guó)家規(guī)定,組織實(shí)施專業(yè)技能訓(xùn)練,配備并維護(hù)保養(yǎng)裝備器材,提高火災(zāi)撲救和應(yīng)急救援的能力!笔挂劳泄蚕啦筷(duì)建立國(guó)家職業(yè)應(yīng)急救援隊(duì)伍,承擔(dān)綜合應(yīng)急救援職能的課題再次成為理論界和實(shí)踐領(lǐng)域的探討熱點(diǎn)。筆者認(rèn)同由公安消防部隊(duì)承擔(dān)綜合應(yīng)急救援職能的理念,本文也是以此為基礎(chǔ)展開研究的。 本文以組織能力建設(shè)為分析視角,將公安消防部隊(duì)視作應(yīng)急救援的行為主體,構(gòu)建其勝任綜合應(yīng)急救援職能的能力維度框架,以此為基礎(chǔ),對(duì)公安消防部隊(duì)目前能力的契合優(yōu)勢(shì)和不足缺失進(jìn)行分析歸納,然后針對(duì)不足和缺失,提出切實(shí)可行的能力建設(shè)策略和途徑。 文章由緒論、正文和結(jié)論三部分組成,正文包括三章內(nèi)容。第一章對(duì)組織能力建設(shè)的定義、理論基礎(chǔ)和一般步驟進(jìn)行了闡述和概括,在此基礎(chǔ)上,構(gòu)建了突發(fā)事件綜合應(yīng)急救援的3類9維度能力框架圖。即由機(jī)構(gòu)、隊(duì)伍、法規(guī)構(gòu)成的組織保障能力;預(yù)案與演練、指揮協(xié)調(diào)、科技支撐構(gòu)成的運(yùn)行保障能力;人、財(cái)、物構(gòu)成的資源保障能力。第二章以公安消防部隊(duì)為分析點(diǎn),首先簡(jiǎn)單介紹了我國(guó)的公安消防部隊(duì),然后對(duì)照第一章的能力維度框架圖,著重分析了公安消防部隊(duì)承擔(dān)綜合應(yīng)急救援職能的能力契合優(yōu)勢(shì)與不足和缺失。優(yōu)勢(shì)包括組織體制、空間布局、裝備技術(shù)、經(jīng)驗(yàn)智力、法律支持5方面;不足和缺失包括指揮、隊(duì)伍、預(yù)案及演練、人員素質(zhì)、資金裝備、法規(guī)體系7方面。第三章是針對(duì)以上能力不足,借鑒國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),結(jié)合具體國(guó)情和災(zāi)情,建議從拓展消防職能、增加應(yīng)急救援比重,建立指揮體系、整合救援隊(duì)伍,健全應(yīng)急聯(lián)動(dòng)等相關(guān)機(jī)制,加強(qiáng)預(yù)案建設(shè)與演練,加大經(jīng)費(fèi)和裝備投入,制定完善相關(guān)法律法規(guī)7個(gè)層面進(jìn)行能力建設(shè),全面提升公安消防部隊(duì)突發(fā)事件應(yīng)急救援的綜合能力。結(jié)論部分總結(jié)了全文觀點(diǎn),概括了全文主要內(nèi)容。
[Abstract]:The revised edition of the Law on Fire Control of the people's Republic of China of 2009 clearly stipulates that the public security fire fighting units "shall give full play to the backbone role of the professional strength of fire fighting and emergency rescue, and shall organize and carry out professional skills training in accordance with state regulations," To equip and maintain equipment and equipment to improve the ability of fire fighting and emergency rescue... "to establish a national professional emergency rescue team relying on the public security fire fighting force," The subject of taking on the function of comprehensive emergency rescue has once again become a hot topic in the theoretical and practical fields. The author agrees with the idea that the public security fire forces should assume the function of comprehensive emergency rescue, which is also the basis for the research in this paper. From the perspective of organizational capacity building, this paper regards the public security fire forces as the main actors of emergency rescue, and constructs its competence dimension framework for comprehensive emergency rescue functions. This paper analyzes and sums up the suitable advantages and disadvantages of the present capability of the public security fire fighting troops, and then puts forward some feasible strategies and approaches for the construction of the capability in the light of the deficiency and the deficiency. The paper consists of three parts: introduction, text and conclusion. The first chapter elaborates and generalizes the definition, theoretical basis and general steps of organizational capacity building. This paper constructs 3 types and 9 dimensions capability frame chart of emergency comprehensive emergency rescue. That is, organization support ability composed of organization, team and regulation; operation support ability composed of plan and drill, command and coordination, science and technology support; people, money, etc. The second chapter, taking the public security fire forces as the analysis point, introduces briefly the public security fire fighting forces in our country, and then compares the competency dimension frame diagram of the first chapter. The paper emphatically analyzes the ability of the public security fire fighting unit to undertake the comprehensive emergency rescue function, which includes five aspects: organizational system, space layout, equipment technology, experience and intelligence, legal support, deficiency and deficiency, including command, the advantages of which include organization system, space layout, equipment technology, experience and intelligence, legal support, etc. The third chapter is aimed at the deficiency of the above capability, drawing lessons from the advanced experience at home and abroad, combining with the specific national conditions and disaster situation, proposing to expand the function of fire protection from the aspects of personnel quality, funds and equipment, and the system of laws and regulations. Increase the proportion of emergency rescue, establish command system, integrate rescue team, improve emergency linkage and other related mechanisms, strengthen planning construction and drills, increase funding and equipment investment, and formulate and improve relevant laws and regulations to carry out capacity-building at seven levels. The conclusion summarizes the viewpoints of this paper and summarizes the main contents of the paper.
