【摘要】：根據(jù)中國(guó)歷史國(guó)情與政治現(xiàn)實(shí),可以也應(yīng)該將我國(guó)的根本政治制度——人大制度建設(shè)成為中國(guó)特色協(xié)商民主運(yùn)作的制度平臺(tái)。全方位地推進(jìn)中國(guó)特色的協(xié)商民主事業(yè),需要以中國(guó)人大制度為實(shí)踐平臺(tái),推進(jìn)選舉民主與協(xié)商民主的協(xié)調(diào)共進(jìn),而中國(guó)人大制度本身就體現(xiàn)了代議民主與協(xié)商民主的結(jié)合。將人大制度建設(shè)成協(xié)商民主實(shí)踐平臺(tái)的意義有以下三方面:協(xié)商民主有利于加強(qiáng)和改進(jìn)中國(guó)共產(chǎn)黨的執(zhí)政方式,提升執(zhí)政能力;協(xié)商民主理論有利于舒緩社會(huì)矛盾,有利于政治團(tuán)結(jié);通過(guò)制度合法性建設(shè)從而鞏固我國(guó)的國(guó)家制度。在人大制度中推行協(xié)商民主的重要而可行的途徑有以下三個(gè)方面:選舉過(guò)程、立法過(guò)程與人大代表匯通民意的過(guò)程。即人大代表選舉中的協(xié)商機(jī)制與實(shí)踐;將立法聽(tīng)證制度作為平臺(tái)推動(dòng)立法過(guò)程中的公民參與協(xié)商實(shí)踐;人大代表聯(lián)系群眾、民意表達(dá)與協(xié)商機(jī)制。
[Abstract]:According to the historical situation and political reality of China, we can and should build our fundamental political system-the National people's Congress (NPC) system as the institutional platform for the democratic operation of consultation with Chinese characteristics. In order to advance the cause of consultative democracy with Chinese characteristics, we need to take the Chinese people's Congress system as the practical platform to promote the harmonious development of electoral democracy and consultative democracy, and the NPC system itself embodies the combination of representative democracy and consultative democracy. The significance of building the NPC system into a practical platform for deliberative democracy has the following three aspects: consultative democracy is conducive to strengthening and improving the ruling mode of the Communist Party of China and enhancing its ruling ability; The theory of deliberative democracy is conducive to relieving social contradictions and political unity and consolidating our country's national system through the construction of institutional legitimacy. The important and feasible ways to carry out consultative democracy in the NPC system are as follows: election process, legislative process and the process of confluence of public opinion with deputies to the National people's Congress. That is, the consultation mechanism and practice in the election of deputies to the people's Congress; the system of legislative hearing as the platform to promote the practice of citizen participation in consultation in the legislative process; deputies to the people's Congress to contact the masses, public opinion expression and consultation mechanism.
