【摘要】：隨著社會(huì)整體的不斷進(jìn)步,文化軟實(shí)力逐漸進(jìn)入人們的視線,其對(duì)經(jīng)濟(jì)、政治及軍事的影響力越來越大,成為一個(gè)國(guó)家立足的根基之一。學(xué)術(shù)期刊作為文化軟實(shí)力的一個(gè)方面也越來越被各國(guó)重視,因此本文期望想通過研究在學(xué)術(shù)期刊界較有影響力的英國(guó)學(xué)術(shù)期刊的出版制度來為我國(guó)學(xué)術(shù)期刊出版制度的改善提供借鑒。本文首先說明英國(guó)學(xué)術(shù)期刊出版制度的形成與發(fā)展,通過對(duì)英國(guó)學(xué)術(shù)期刊出版制度形成過程的分析解構(gòu),探析英國(guó)學(xué)術(shù)期刊出版制度產(chǎn)生和發(fā)展的內(nèi)在邏輯和機(jī)制。分別闡述學(xué)術(shù)期刊出版制度從王權(quán)時(shí)代、英國(guó)資產(chǎn)階級(jí)革命時(shí)代到協(xié)會(huì)權(quán)威的形成過程,在這一過程中英國(guó)出版行業(yè)從最早的特許審查制度,即每一本要出版的書刊都要經(jīng)過王室規(guī)定的審查機(jī)構(gòu)進(jìn)行嚴(yán)格的審查,以控制損害國(guó)家名譽(yù)和反宗教的書刊的出版,鞏固國(guó)家政權(quán)的穩(wěn)定,到1688年光榮革命后,確立了君主立憲制度,思想和言論變得相對(duì)自由,再到1695年許可證制度最終被取消,英國(guó)的出版業(yè)制度最終向出版后審查發(fā)展,形成了出版后審查和登記制相結(jié)合的出版制度。其次,分析英國(guó)學(xué)術(shù)期刊出版的需求,探析英國(guó)學(xué)術(shù)期刊出版制度形成的內(nèi)因。然后,從政府、市場(chǎng)、社會(huì)三個(gè)層面對(duì)英國(guó)出版管理主體進(jìn)行介紹,具體分為相關(guān)的政府部門、行業(yè)協(xié)會(huì)以及出版企業(yè),并分析這些政府部門、行業(yè)協(xié)會(huì)及出版機(jī)構(gòu)在學(xué)術(shù)期刊的出版中發(fā)揮的作用。接下來,對(duì)所查找到的與學(xué)術(shù)期刊出版相關(guān)的法律制度、行業(yè)協(xié)會(huì)制度以及出版機(jī)構(gòu)制度進(jìn)行闡述。法律方面主要以《誹謗法》、《版權(quán)法》、《數(shù)據(jù)保護(hù)法》為主,行業(yè)協(xié)會(huì)方面主要以出版商協(xié)會(huì)和書商協(xié)會(huì)的制度準(zhǔn)則為例,出版機(jī)構(gòu)方面以劍橋大學(xué)出版社的出版制度和施普林格·自然出版集團(tuán)的編輯出版制度為例進(jìn)行說明。最后對(duì)英國(guó)學(xué)術(shù)期刊出版制度進(jìn)行總結(jié),并對(duì)比中英兩國(guó)學(xué)術(shù)期刊出版制度的主要差異,分析我國(guó)學(xué)術(shù)期刊存在的問題及原因,根據(jù)英國(guó)學(xué)術(shù)期刊出版制度的成功經(jīng)驗(yàn)及我國(guó)的大環(huán)境,有取舍地對(duì)其進(jìn)行借鑒,為我國(guó)學(xué)術(shù)期刊出版制度的改革提出合理的建議,以圖完善我國(guó)學(xué)術(shù)期刊出版制度。
[Abstract]:With the continuous progress of the whole society, the soft power of culture gradually enters the sight of people, its influence on economy, politics and military becomes more and more, and becomes one of the bases of a country. As an aspect of the soft power of culture, academic journals have been paid more and more attention to by many countries. Therefore, this paper hopes to provide reference for the improvement of the publishing system of academic journals in our country by studying the publishing system of British academic journals, which is more influential in academic journals. This paper first explains the formation and development of the publishing system of British academic journals. Through the analysis and deconstruction of the forming process of the publishing system of British academic journals, this paper probes into the internal logic and mechanism of the emergence and development of the publishing system of British academic journals. This paper expounds the formation process of academic periodical publishing system from Wang Quan's time, the British bourgeois revolution era to the association's authority. In this process, the British publishing industry changes from the earliest franchise review system. That is, every book to be published is subject to strict censorship by the censors as stipulated by the royal family, in order to control the publication of books and periodicals that are harmful to the country's reputation and anti-religion, and to consolidate the stability of the state power. After the glorious revolution of 1688, After the constitutional monarchy was established, thought and speech became relatively free, and then in 1695 the licensing system was finally abolished, and the British publishing industry system finally developed to the post-publication review system, which formed the publishing system which combined the post-publication censorship with the registration system. Secondly, it analyzes the demand of the publication of British academic journals, and analyzes the internal reasons for the formation of the publishing system of British academic journals. Then, from the three levels of government, market and society, the main body of British publishing management is introduced, which is divided into relevant government departments, industry associations and publishing enterprises, and analyzes these government departments. The role played by trade associations and publishing institutions in the publication of academic journals. Then, the related legal system, trade association system and publishing institution system are discussed. The main legal aspects are libel law, copyright law, and data protection law, while trade associations mainly take the system standards of publishers' associations and booksellers' associations as examples. The publishing institutions are illustrated by the publishing system of Cambridge University Press and the editing and publishing system of Springer Nature Publishing Group. Finally, this paper summarizes the publishing system of academic journals in Britain, compares the main differences between China and the United Kingdom, and analyzes the problems and causes of academic journals in China. According to the successful experience of British academic periodical publishing system and the general environment of our country, we can draw lessons from it in order to put forward reasonable suggestions for the reform of our country's academic periodical publishing system in order to perfect our country's academic periodical publishing system.
